Vel Pastar, a weathered and irritable elder of the Twi'lek species, had been associated with the smugglers operating in the Cularin system ever since Riboga, the Hutt, initially rose to a position of authority there. Similar to numerous other members of the Organization, Pastar disliked a number of the reforms that Nirama implemented upon succeeding Riboga, and consequently became a member of the Cell.
Frequently, Vel Pastar could be located in the most secluded and smoke-filled area of the Hutt's Tail cantina situated on Nirama's public asteroid; he would have his daughter, Kor, escort prospective members in Red Sector to his location. He assessed the potential recruits' reactions to his inquiries to determine their receptiveness to being recruited into the Cell, all while projecting an attitude of subtly backing Nirama.
