Tolea Biqua, occasionally referred to as TB, existed as a mobile metropolis situated on Genarius. It was regarded as the counterpart to Varna Biqua and its construction was orchestrated by the Hutt Riboga, a notorious crime lord. In contrast to the structured layout of other mobile Genariusan cities like Ipsus, Tolea Biqua was characterized by its chaotic and unorganized nature. It represented an amalgamation of contrasting architectural styles arranged without any discernible pattern. Its surfaces were painted with vibrant primary colors, and neon lighting was prominently featured. While it presented a captivating appearance from afar, this illusion quickly dissipated upon closer inspection.
The radiation shields of Tolea Biqua were engineered to capture and utilize the radiation emanating from the planet's storms to fuel the city's dazzling lights. Without the energy harnessed from these storms, Tolea Biqua would deplete a supply of power cells sufficient to energize a full-sized freighter for an entire year within a single week.
Subsequently, Riboga commanded the construction of an office space for his personal use within the city. However, this space served primarily as a haven for relaxation and a vantage point for observing potential adversaries, as the Hutt maintained other headquarters for conducting business operations.
Gambling served as the focal point of Tolea Biqua's activities, although virtually any indulgence could be accommodated there, including the consumption of alcohol, the provision of companionship, and the use of addictive spices, all conducted discreetly without public discourse or negotiation. Numerous gambling establishments populated the city, with Riboga's Barge standing out as one of the most lucrative since 53 BBY. Among the various forms of wagering available were races conducted through the tunnels of Eskaron. Due to its notoriety as a hub of depravity, the city held a certain allure for particular types of sentients, such as newly affluent Gungan Brute seeking to spend a portion of their wealth on vacation in Tolea Biqua.
Notably, Tolea Biqua lacked a formal law-enforcement agency. Individuals were responsible for safeguarding their own interests through the use of personal weaponry. Even Jedi were subject to attack, and Jedi Masters strongly advised Padawans to travel in groups for safety. Despite this lack of official law enforcement, Tolea Biqua did maintain its own jail.
Bodyguards were readily available for hire in Tolea Biqua, although their effectiveness was sometimes questionable, as evidenced by the experience of a six-person security detail assigned to a transport bound for Depatar. This crew found themselves stranded on Depatar, where they resorted to criminal activities to survive.
The number of bars in Tolea Biqua exceeded the combined total of all other types of businesses. These establishments ranged from seedy dives to upscale venues, but unlike many cities, their locations were not clearly defined geographically. Furthermore, the names of the cantinas often provided little indication of their true nature. It was commonly said that a new visitor would need to visit five bars and engage in three altercations before discovering a suitable place to drink. However, other dining establishments in the system (such as the Hutt's Tail located on Nirama's public asteroid) were considered even worse than the worst bars in Tolea Biqua.
Tolea Biqua played a central role in an annual celebration known as the Festival. This event originated when the workers of Edic Bar unexpectedly received a day off after completing production of the first operational G-59 Cannibalizer unit. They traveled to Tolea Biqua and its numerous drinking establishments to enjoy their newfound leisure. The festivities ultimately extended for four days, encompassing all the cities on Genarius and several cities on other planets within the Cularin system. Every year since then, the anniversary of this initial celebration has been commemorated as Festival. The Festival was known to attract a diverse array of sentients, including a significant portion of the pirate gang known as the Red Fury Brotherhood, whose leader utilized the Festival as a reward for his followers.
The youthful thug gangs known as the Blood Velkers and the Blood Raptors were frequent sources of trouble within the city. A sporadic visitor to Tolea Biqua was the playboy Xav Verivax, who socialized with the city's elite.
In 31 BBY, the Rodian merchant Teeloo inadvertently collided with a ship belonging to the Blood Raptors upon arriving at Genarius. Subsequently, seven Raptors, led by Scar Blenner, ambushed him in his docking bay at Tolea Biqua, seizing his cargo and challenging him to a mandatory race through Eskaron and back to Tolea Biqua, wagering the cargo against his ship, the Neeva-Beelo—an agreement they never intended to honor. In fact, the Raptors launched an attack on Teeloo's docking bay that very night, attempting to disable his ship. Teeloo managed to secure the selfless assistance of some good Samaritans and survived the race. Nevertheless, the race resulted in losses for the local crime lord Nirama, who dispatched his lieutenant Len Markus and several minions to abduct Teeloo, his companions, and the Raptors, transporting them to Mikish.
Later that same year, during the local Festival, the majority of the Brotherhood pirates were present in Tolea Biqua, leaving their base relatively unguarded. This situation formed a critical component of Jedi Knight Alec's plan to destroy Dark Jedi Karae Nalvas's flying fortress near the core of Genarius. Alec's allies successfully executed this mission and departed the doomed location aboard a stolen vessel. They crash-landed near a group of surprised SoroSuub Sullustan executives who recognized their vehicle as a stolen prototype and rewarded them accordingly. Alec organized an honorary reception for his friends during the Festival.
That year's celebration was particularly tumultuous: Tolea Biqua was rocked when a radiation storm damaged the generators, threatening to send the entire city plummeting to the planetary core. This catastrophe was averted by several partygoers who risked their lives to prevent the disaster. The party also witnessed a heated debate between representatives of the Metatheran Cartel and the SoroSuub Corporation, a recruitment drive by the Thaereian military, and the presentation of an RK-720 Light Freighter to one of the attendees.
