A human female politician, Orth previously held the position of minister for the Pijali monarchy before becoming the first governor of the Inner Rim Territories planet of Pijal. During the Republic Era, she served under the world's regent, the Jedi Rael Averross, along with the Pijali Crown Princess Fanry. A staunch defender of Pijali traditions, Orth, being native to the planet, had a deep affection for the monarchy and its future queen. As Averross served as lord regent, she grew to deeply resent his unwavering support for the Czerka Corporation, a powerful entity on Pijal. Despite frequent disagreements, her ministerial role gave her the ability to advise both Averross and Fanry on matters concerning Pijal. When attacks, seemingly incited by the Opposition performance troupe, began occurring on Pijal, Orth was among the first to question whether Qui-Gon Jinn and Obi-Wan Kenobi, the Jedi dispatched to help, could achieve what Averross could not.
Minister Orth made sure to attend several significant events leading up to Fanry's coronation, such as a special musical performance, a crown selection ceremony, and the traditional Grand Hunt. She was also present at the coronation itself, and she avoided the violent coup because her princess chose to spare her, citing Orth's disdain for Czerka and her honesty. Following Fanry's unsuccessful and violent revolt against the Czerka Corporation, the Pijali monarchy was dissolved, and Orth assumed the role of governor in a newly established democratic Assembly. As Pijal's governor, Orth's aim was to eliminate the Czerka Corporation's influence within the Pijal system.
