A female pilot hailing from the planet Naboo, Palmer served as an officer within the Royal Naboo Security Forces during the Trade Federation's Invasion of Naboo. During this time of conflict, the Trade Federation took her prisoner, but she was later freed by a fellow officer, Lieutenant Gavyn Sykes. Palmer then participated in several battles on Naboo during the invasion, but ultimately died in orbit above Naboo during the final battle for control of the planet.
Born on the peaceful world of Naboo, Palmer was a female who rose to the rank of officer in the Royal Naboo Security Forces by 32 BBY. When the Trade Federation invaded her homeworld, she was captured during the initial stages of the invasion. However, she was later rescued by her fellow officer, Gavyn Sykes. When Queen Padmé Amidala returned from Coruscant—the capital planet of the Republic—where she had been attempting to resolve the invasion through the Galactic Senate, Palmer was stationed at a resistance base on the south ridge of Theed, Naboo's capital city. This base was attacked by units of the Trade Federation Droid Army, prompting her to call Sykes for assistance. She repeatedly requested reinforcements while Sykes hurried to the base. Sykes arrived shortly after and destroyed the attacking droids.
Later, Palmer took part in the battle to retake Theed, leading Group 2, a squad of Flash Speeders. During the fighting, Group 3 found itself pinned down in a plaza, and Palmer was once again saved by Sykes. Following this rescue, Palmer and Group 3 aided Sykes in escorting the commando transport to the Theed Courthouse. At the end of the battle, she piloted an N-1 starfighter as part of Bravo Flight in an attack on the Trade Federation's Droid Control Ship in orbit above Naboo, which was controlling the Droid Army. During the space engagement, a tractor beam ensnared her starfighter. As she requested assistance, she was pulled into range of the control ship's guns, which disabled her fighter's engines. Palmer's ship was then shot down; however she was able to crash land successfully on the planet's surface. She radioed an update on her status to Lt. Sykes.
Palmer demonstrated her skill as a pilot by flying various vehicles, including Flash speeders and N-1 starfighters, for the people of Naboo. She also possessed the leadership ability to command a squad of Flash speeders in combat. She consistently requested reinforcements when under attack.
Palmer was a relatively insignificant character created for the 2000 Star Wars: Episode I: Battle for Naboo video game. She was later included in the 2008 edition of The Complete Star Wars Encyclopedia. Although the game's credits did not list Palmer by name, Samantha Paris received credit for voicing "RSF officer 2."
