Prefect was a title given to an officer of the Coruscant law enforcement on Coruscant. These officials were tasked by the Galactic Empire to maintain control over criminal activity within their assigned sector of the planet. Phoca Soot held the position of prefect for Level 1331. However, a mere five years following the formation of the Empire, he met his death at the hands of the Sith Lord Darth Vader due to his corrupt dealings with the Droid Gotra, who were allied with the Crymorah Syndicate.
