A director oversaw the project, which included individuals like Senator Wyl Lark among its members, and actively sought new recruits. Six years following the war's termination, a survivor from the Empire's devastation of Nacronis contacted the project, leading Lark to facilitate a meeting between her and Yrica Quell, an ex-TIE pilot who had abandoned the Empire after her involvement in the planet's obliteration.
