During the Galactic War between the Sith Empire and the Galactic Republic, Rove, a male Human, was a member of the Imperial Diplomatic Service. In the year 3639 BBY, the Hutt Cartel began to attack and annex neutral systems; this led to their leader, Supreme Mogul Karagga, ordering the death of the Imperial ambassador Unar.
As Unar's replacement as Ambassador to the Hutts, he tasked the protocol droid YD-33 with finding Imperial champions at Vaiken Spacedock. He later convened with his recruits and the Hutt Cartel's representative, Ambassador Grub, on the diplomatic ship known as the Ziost Shadow.
