Xanto, a human representative on the Galactic Empire council, engaged in illegal activity. He siphoned off thousands of credits across more than a decade, retaining only a tenth for himself while distributing the remainder to individuals within the Imperial Court. Accused of these actions, Xanto was taken to the ISB Office of Internal Review, where he, along with others, was questioned by Sub-Administrator Sly Moore. The council member claimed adherence to established custom and expressed confidence that an appeal to Emperor Palpatine would resolve the situation. Moore, covertly assembling Imperials who were unhappy with the Emperor to form her Schism Imperial, executed the devoted Xanto and enlisted the remaining individuals into her movement.
