During the Spectres' attempt to implement Protocol 13, an officer inquired with "Command" regarding the actual implementation of the protocol. This followed the announcement of the protocol to the Imperial troops by Agent Kallus, formerly of the Imperial Security Bureau. Subsequently, Ryder Azadi, posing as Colonel Wullf Yularen, attempted to coerce the officer into executing the protocol. Despite the rebels' skepticism about the officer's compliance, he proceeded to execute the protocol immediately after Azadi questioned whether he routinely questioned the directives of a superior.
