Hastemoor was a governor of the Galactic Empire during the Galactic Civil War, during which he led forces that were fortified in the capital of the planet Troithe. The New Republic initiated the Troithe operation in order to attack the governor's forces in an effort to lure out the Imperial 204th Imperial Fighter Wing.
