The cafeteria was a large room in the Tipoca City Military Complex, which was built by the Kaminoans sometime before 22 BBY.
In 22 BBY, Taun We and Lama Su gave the Jedi Knight Obi-Wan Kenobi a tour of the military complex, and told him the clone army was in full production. During the tour, they observed clone troopers eating food in the cafeteria.
In 19 BBY, shortly after the reorganization of the Galactic Republic to the Galactic Empire, several regular clone troopers and Clone Force 99, comprised of Hunter, Tech, Wrecker, Crosshair, and Echo, were eating food in the cafeteria. Clone Force 99 was joined by the enhanced female clone Omega, who said she likes them because she was also a misfit. A passing regular clone trooper mocked the group, saying the "defect squad" has a new recruit. Omega then threw food at the clone trooper and demanded he apologizes to her friends. He bullied Omega, but Hunter told him to walk away. While walking away, the clone called Omega a "lab scrabber." Wrecker then threw his tray of food at the clone, and a large food fight ensued.
Crosshair at first tried to enjoy his meal, but then joined the fight after Echo was thrown on their table. He then hit multiple clones with his tray. From above, Admiral Wilhuff Tarkin watched the fight disapprovingly. A clone trooper hit Echo in the head with a tray and he blacked out.
Later, all Imperial personnel were withdrawn from Tipoca City. Vice Admiral Rampart, on the orders of Tarkin, had the city bombarded by three Venator-class Star Destroyers. The turbolaser fire destroyed the stilts holding up the city, causing the remains to sink into the ocean.
The Tipoca City Cafeteria first appeared in the 2002 film Star Wars: Episode II Attack of the Clones, the second installment in the Star Wars prequel trilogy.
