The governing body of Bardotta, referred to as the Bardotta Council, was officially known as the Bahk-tov Council. This council was made up of members from the Force-sensitive Dagoyan Order, and headed by a High Seneschal. The Bardottan monarch initiated and concluded council sessions with the striking of a gong.
This Council, which consisted of twelve members, was the entity that shaped policy within the theocratic monarchy and governed the world of Bardotta. The High Seneschal served as its leader, and the Council held the power to choose the Monarch of Bardotta, the planet's formal head of state. Both Dagoyan Masters and regular government officials were eligible for Council membership; however, there were no regulations in place to prevent either group from holding a majority, or even all, of the seats.
During the Clone Wars, Queen Julia sought help from the Galactic Republic in the persons of Junior Representative Jar Jar Binks and Jedi Master Mace Windu because an old prophecy threatened the planet. Several Dagoyan Masters, who were members of the Council, had vanished after being kidnapped by the Frangawl Cult. Windu's investigation revealed that Peteen, the High Seneschal, was responsible for the attacks and that he was involved in the cult. Queen Julia was saved, and she regained control of the Bardottan government, despite the deaths of some Council members.
