Following the assassination of a previous Scofti Prefect, various external factions, including the Chiss Ascendancy, dispatched representatives to Bardram Scoft. During his time there, Mitth'raw'nuru "Thrawn," a Junior Commander of the Chiss, uncovered evidence that the Lioaoin Regime was providing support to pirates who had recently launched attacks on the Ascendancy's borders.

Some years before 19 BBY, the then-incumbent Prefect of the Scofti population on Bardram Scoft was assassinated. While such events were not unprecedented, the change in government led to alterations in established protocols. Several neighboring entities sent representatives to Bardram Scoft to engage with the new Prefect, including the Chiss Ascendancy, which sent a Chiss diplomatic cruiser carrying an ambassador to the planet.
After picking up the Pathfinder navigator Qilori for the journey to Bardram Scoft, the Chiss cruiser arrived at their destination a few minutes ahead of schedule. Scofti customs dictated that the highest-ranking military officer must accompany the [ambassador](/article/ambassador]; consequently, most of the bridge crew disembarked after the starship landed, leaving Junior Commander Mitth'raw'nuru "Thrawn" behind with Qilori. Thrawn noticed a vessel above Bardram Scoft resembling those of pirates responsible for attacks on the Ascendancy's periphery. He questioned Qilori about its design, discovering it was Lioaoin. This discovery led Thrawn to the conclusion that the Lioaoin Regime was backing the piracy, which prompted his decision to involve the Ascendancy in a campaign against both the regime and the pirates.
Bardram Scoft was the homeland of the Scofti, a sentient species whose leader bore the title of Prefect. The Scofti exhibited a tendency to frequently change their leaders and governing structures, often through violent means or threats thereof; the assassination of a preceding Prefect was not an unusual occurrence. Governmental protocols were subject to change with each new Prefect. The incoming leader would also routinely destroy the personal possessions of their predecessor in public, resulting in Scofti artifacts frequently being designed for deliberate fragility.
