Many years later, during the Clone Wars, ARC-77, known as Fordo and holding the rank of Clone Captain, was presented with the medal because of his actions in the Battle of Hypori which took place in 22 BBY. Fordo, however, declined the award, choosing instead to have it given posthumously to CT-43/002, a clone trooper who perished in the Battle of Muunilinst during the same year.

Fordo, designated ARC-77, was one of many clones derived from the bounty hunter Jango Fett. Serving as an Advanced Recon Commando and clone captain within the Grand Army of the Republic throughout the Clone Wars against the Confederacy of Independent Systems, he was commonly called Fordo. During the Battle of Muunilinst in 22 BBY, Fordo commanded an elite squad of clone troopers, known as The Muunilinst 10, on a mission to infiltrate enemy lines and eliminate a Confederate artillery emplacement. Although the Muunilinst 10 achieved their objective, contributing to the Republic's victory, one member of Fordo's team, CT-43/002, was killed in the engagement.
Following the battle, Fordo and the Muunilinst 10 were dispatched to the Confederate planet Hypori to extract a group of Jedi who were stranded during the Battle of Hypori. During this rescue mission, Fordo and his squad engaged General Grievous, a formidable cyborg proficient in lightsaber combat. Despite suffering losses, Fordo and his team successfully rescued three Jedi and escaped Hypori. Fordo was awarded the Chancellor's Service Medal for his leadership and actions at Hypori. However, he declined the honor, instead transferring it posthumously to CT-43/002. After Hypori, Fordo continued his service in the Grand Army, participating in the defense of Coruscant, the Republic's capital, during the Confederate invasion in 19 BBY.
CT-43/002, another clone originating from Jango Fett's genetic material, served as a clone trooper within the Grand Army of the Republic during the Clone Wars. He was a member of The Muunilinst 10, an elite squad led by Captain Fordo. In 22 BBY, CT-43/002 and the Muunilinst 10 were sent to the Confederate world of Muunilinst to destroy an enemy artillery position during the Battle of Muunilinst. However, the LAAT/i gunship transporting the Muunilinst 10 was struck by a Confederate missile as it approached the artillery emplacement, causing the vessel to crash behind enemy lines. Shortly after landing, the squad was ambushed by Confederate battle droid assassins, and CT-43/002 was struck down by enemy blaster fire. Later that year, Fordo was awarded the Chancellor's Service Medal for his actions at the Battle of Hypori. However, Fordo refused the medal and instead had it awarded posthumously to CT-43/002 in recognition of his sacrifice at Muunilinst.

During the subsequent Cold War following the Treaty of Coruscant, General Garza became a controversial political figure, emerging as a rival to Dorian Janarus, the Republic's Supreme Chancellor.
The Chancellor's Service Medal was initially referenced in the resource Guide to the Grand Army of the Republic, authored by Karen Traviss and Ryan Kaufman, and featured in Star Wars Insider 84 in 2005. According to the dialogue files from Star Wars: The Old Republic, a massively multiplayer online role-playing video game, Chancellor Leontyne Saresh was originally intended to award the Chancellor's Service Medal to players at the conclusion of the Trooper storyline, but this was later changed to the Cross of Glory.
