On the Daimanate world of Aquilaris Minor, enslaved workers used this substance to supplement their limited food rations. This particular drug effectively suppressed hunger by eliminating any desire for food consumption. Nevertheless, its usage resulted in adverse effects, including the induction of apathy and lethargy in its users. Typically, these drugs were manufactured as small, pill-sized capsules and were generally kept within time-locked containers.
The Galactic Republic's Grace Command, under the leadership of Baron Lemayne, was among those who utilized Deluge. Although Grace Command was officially a paramilitary organization focused on providing aid in the Sith-controlled Outer Rim, it secretly functioned as a black ops group established by Lemayne. Rather than directly engaging the Sith warlords with significant resources, Lemayne aimed to weaken the Sith war effort indirectly by distributing the narcotics among their military forces through Operation Deluge. This action resulted in the destabilization of populations within Sith-controlled territories. By approximately 1032 BBY, this had escalated into a significant societal and health crisis throughout the Grumani sector, impacting both soldiers and civilians alike.
After the events of the Capture of Devil Squadron, a Hutt crime lord attempted to replicate the success of Operation Deluge by producing his own drugs and infusing food supplies with Deluge. Zodoh aimed to weaken Sith resistance and establish himself as the undisputed ruler of the region by affecting every adult and child within the Grumani sector. However, Captain Jenn Devaad thwarted these plans by sabotaging the food containers carrying Deluge with time-activated explosives, along with Zodoh's death at the Battle of Darkknell. Consequently, any Hutt aspirations of challenging Sith dominance in Sith Space were ended.
In the aftermath of the Aquilaris campaign, Devaad and Holt devised a plan to undermine Operation Deluge. Devaad would return to Grace Command and falsely claim that she had secured the distribution of Deluge on Aquilaris Minor. This ensured that Grace Command would continue to dispatch a transport ship, which Devaad would personally pilot to and from Sith-occupied territories. During these trips, she would dispose of the Deluge while transporting civilian refugees back to the Republic.
