Hansel functioned as the deputy for the Romin charity, essentially a bribe collector, under the planetary dictator Roy Teda. Teda provided sanctuary to galactic criminals in exchange for significant "contributions," which were in reality bribes he demanded for his protection and refuge services.
During their Mission to Romin, Jedi Knights Obi-Wan Kenobi and Siri Tachi, along with their apprentices, Anakin Skywalker and Ferus Olin, adopted disguises as members of the Slam gang. As was his standard practice with all criminal contacts, Hansel accepted "charitable donations" from them.
Driven by suspicion regarding the young Jedi's inquisitiveness, he shadowed the undercover Jedi Anakin and Ferus throughout the city of Eliior. When the two Padawans abruptly confronted him, questioning his motives for following them, Hansel skillfully deployed his practiced deception: representing "Great Leader Teda," he extended an invitation to their senior gang leaders (Jedi Masters Kenobi and Tachi, impersonating the notorious thieves Slam and Valadon) to attend a reception held at the grand palace for all criminal refugees. Hansel consistently managed to evade exposure as the high-ranking fraudster he truly was through such fabrications.
Amidst the grand reception at the palace, Joylin, the revolutionary leader, and the Citizens' Resistance initiated their coup, resulting in Hansel's capture. Upon Teda's own capture, Hansel was released. Nevertheless, as Teda's "first aide," Hansel was slated to be the first among many from the previous regime to face execution had Teda refused to surrender (the Jedi effectively forced Teda's surrender, so it wasn't his choice, but it was enough for Joylin to cancel the executions).
