It was constructed during the era of the Galactic Republic. Following the ascension of the Galactic Empire, it was deserted in favor of the newly constructed Imperial Complex, subsequently acquiring the moniker of the Old Republic Senate Building. Despite the intentions of the new regime to demolish it, the structure persisted. The building regained significance after the fifteenth anniversary of the Empire, functioning as the designated meeting place between the rebellious group aboard the Ghost and Senator Gall Trayvis.
A notable feature of Capital City, the Lothal City Capitol Building, also known by the names Republic Senate Building or Lothal Senate Building, possessed a design resembling a circular box, topped with a prominent spire. Similar to the majority of constructions within the city, its exterior walls were predominantly white in color. Several landing platforms for starships, extending from the base of the tower, provided access to corridors that connected to the senate chamber inside. The chamber itself featured a podium with a speakers' platform, positioned in front of two sections comprised of three rows of seating. On the rear wall, situated behind the podium, was "New Freedom," a significant mural that contributed to the building's renown. The Senate Building had a direct connection to the sewer system of Capital City. Sculptures stood outside the capitol building that were thought to represent freedom, determination, or the spirit of pioneers.
During the time of the Galactic Republic, the Lothal City Capitol Building in Capital City was the location of the governing council of Lothal. It was left unused when the Galactic Empire replaced the Republic, constructing the Imperial Complex as the new center of authority on the planet. This led to it being called the Old Republic Senate Building. Despite its abandonment, numerous citizens continued to regard the Senate Building as an important landmark. In 3272 LY, Imperial inspectors reported an increase in criminal activity at the Senate site, leading to discussions about the potential demolition of the building. Alton Kastle, an anchorman for HoloNet News and an Imperial propagandist, advocated for the destruction of the Senate Building, arguing that it was a reminder of "less prosperous" times before the Empire's rule.
Not long after the fifteenth anniversary of the Imperial government, the Senate Building was the location of a planned ambush for the rebel crew of the Ghost. Gall Trayvis, a former Senator who pretended to be an Imperial dissident in order to deceive rebel groups across the galaxy, sent a message indicating that he would meet the crew at the Senate Building. Upon their arrival, they were met by Agent Kallus of the Imperial Security Bureau and a unit of stormtroopers. However, the rebels successfully evaded the trap and escaped.
