Reporting to the Keeper were Watchers, who managed field operatives, Cipher Agents (the most skilled field operatives), Fixers (technical specialists), and the Minders, who functioned as the internal security and secret police. The Outreach Bureau represented another part of the Ministry of Intelligence. The Bureau's objective involved keeping the citizenry informed about galactic news on a daily basis. However, the Bureau frequently presented information in a way that benefited the Empire, generating significant quantities of propaganda that celebrated the Empire and depicted the Republic in a negative light.
