Similar to other Imperial Intelligence personnel above the Agent rank, Cipher Agents had their previous identities erased and were assigned numerical designations instead, such as Cipher Nine or Cipher Three. Although they might use aliases for disguise, their true former names were strictly off-limits.
Before the events of the Great Galactic War, Cipher Twelve was a prominent Cipher Agent, known for developing contacts in remote areas before his demise.
During the period of the Cold War, a Cipher was positioned inside the Republic Strategic Information Service, receiving assistance from another Imperial Agent, Ula Vii. During this era, an assault by an Imperial rebel known as the Eagle resulted in the annihilation of the Dominator, an event that was believed to have caused the death of Dark Councilor Darth Jadus. The danger posed by these terrorists prompted Keeper to promote one of his agents to the position of Cipher Nine, with the mission of dismantling the terrorist organization.
Cipher agents were distinguished by their exceptional abilities. These included proficiency in infiltration, espionage, and combat techniques, encompassing both unarmed fighting and shooting accuracy. It is noted that Imperial Cipher Agents are on the same level as Sith, excluding Sith Lords and the Dark Council. Their assignments typically relied on intelligence gathered by Imperial Intelligence from informants such as Ula Vii.
