The Minister known as Khamarr, a female, functioned as the leader of the Ministry of Logistics in the Sith Empire. Khamarr was a minister who was favored by the Dark Council, the governing body of the Empire, and she prioritized serving the needs of those residing on the planet of Dromund Kaas, which served as the Sith capital. During the Great Galactic War, when Darth Malgus, a Sith Lord, launched an attack on the planet Ord Radama, the responsibility of resupplying his forces fell to the Ministry of Logistics. However, the supplies never materialized, and Malgus lacked the necessary influence over Khamarr to compel her assistance.
Alongside her friend Ula Vii, they shared the belief that the Sith Empire represented a powerful force for civilization that could bring about peace. After Vii embarked on a mission to the planet Sebaddon, he re-established contact with Khamarr and informed her that neither the Empire nor the Republic controlled the world, presenting an opportunity for them to seize it during the war.
