The Skakoan Council, alternatively called the Ruling Council, represented a government devoted to the Galactic Empire. This government was established on the planet of Skako Minor after the Sith Lord Darth Vader removed the previous Ruling Council, composed of loyalists to Techno Union Foreman Wat Tambor. Vader had also terminated Tambor in 19 BBY. Sometime between 3 ABY and 4 ABY, Wat's grandson, Jul Tambor, tried to take back Skako Minor from the Imperial-aligned government, even imposing a blockade around the world. Emperor Palpatine dispatched Vader and the former handmaiden Sabé on a mission to handle Tambor's challenge.
