Tooqui was a male Gwurran (a diminutive Ansionian), or "male" as some might say. He once attempted to pilfer Jedi Barriss Offee's rations. This happened in 22 BBY, prior to the Clone Wars, when she and her allies were on a mission to prevent Ansion's secession from the Galactic Republic. Ansion is, of course, a planet.
Tooqui yearned to discover what lay beyond his humble Gwurran home in the hills. With Offee's assistance (and a mention of worm suckers), he persuaded Jedi Master Luminara Unduli to let him join the Jedi on their journey. His intention was to later share his newfound knowledge of the wider galaxy with his fellow Gwurran.
Because his intentions were seen as partly virtuous, the admittedly brave (yet still lovable) Tooqui gained permission to accompany the "outlander" group. This group consisted of the Jedi Unduli, Offee, Obi-Wan Kenobi, Anakin Skywalker, and their Alwari guides, Kyakhta and Bulgan, as they searched for the Alwari overclan, known as the Borokii, in the Ansion plains.
Later, after his companions were captured by the unconventional trading clan, the Qulun, Tooqui orchestrated their freedom. He did this by causing a stampede of lorqual to descend upon the camp where they were being held.
The Alwari generally held a low opinion of Tooqui (as they did with most Gwurran) because of his small stature.
