Vocatara was a member of the Galactic Republic's Army, specifically serving as a rocket-jumper before 4800 BBY (year). By that point, Vocatara held the position of Supreme Chancellor in the Republic, during a time when the Gank species had initiated the Gank Massacres, a campaign of exterminating other species. To combat this, Vocatara authorized the creation of the juggernaut war droids to aid the Republic military and the Jedi Knights in defeating the Ganks.
Vocatara, known for their service as a rocket-jumper within the Republic Army, was among the elite soldiers equipped with jetpacks. During their time as a rocket-jumper, Vocatara earned numerous commendations. Similar to other rocket-jumpers, Vocatara later transitioned to a role as a politician within the Republic. By 4800 BBY (year), Vocatara was the Supreme Chancellor of the Galactic Senate, leading the Republic. While Vocatara was in office at that time, the Ganks, a particular species, began exterminating other species, having been contracted by the Neimoidians to deal with the Porporites. The Porporites had become addicted to ryll, a drug, and subsequently engaged in a homicidal frenzy.
In response to the Gank threat, which became historically known as the Gank Massacres, Chancellor Vocatara swiftly approved the development of the initial juggernaut war droids. These droids were intended to support Republic forces and the Force-sensitive Jedi Knights in their efforts against the Ganks. By 4775 BBY, this conflict concluded. However, Vocatara's decision to commission the juggernaut war droids ultimately backfired on the Republic when the droids rebelled on Coruscant, the Republic's capital planet, during the Great Droid Revolution in 4015 BBY.
Vocatara possessed considerable skill as a soldier, evident in their membership in the elite Republic rocket-jumpers, a role that necessitated proficiency in using jetpacks, before their political career. During the Gank Massacres, Vocatara was compelled to rapidly authorize the commissioning of juggernaut war droids to provide support to Republic forces.
The reference book The New Essential Guide to Droids (2006) by Daniel Wallace first mentioned Vocatara in the entry for juggernaut war droids. Later, BioWare's MMORPG Star Wars: The Old Republic (2011) included Chancellor Vocatara in a codex entry relating to a datacron that contained information about the Gank Massacres. Jason Fry wrote a section about the rocket-jumpers mentioning Vocatara for The Essential Guide to Warfare (2012), but it was ultimately cut from the book. This section was later released on the Star Wars Blog in 2014 as the fourth part of a series by Fry and Erich Schoeneweiss that covered cut content from The Essential Guide to Warfare.
