The resistance movement known as Whiplash operated on the planet of Coruscant. It came into existence after the Galactic Empire was formed. Their primary function was to extract individuals, especially Jedi and political dissidents, from Coruscant and relocate them to safer locations beyond the Empire's reach.
Whiplash members were extremely cautious to not reveal their identity to outsiders. To maintain secrecy, meetings were conducted with extreme discretion. In their efforts to subvert the Empire on Coruscant, Whiplash operatives sometimes refrained from communicating with one another for extended periods, even months. As of 18 BBY, Thi Xon Yimmon held the leadership position within the organization. Other notable figures within Whiplash included: Den Dhur, Dejah Duare, Pol Haus, Kars Korthos, Jax Pavan, Lex Rogger, Nick Rostu, Haninum Tyk Rhinann, Tuden Sal, Kajin Savaros, and Laranth Tarak.
As the Clone Wars neared their conclusion between the Galactic Republic and the Confederacy of Independent Systems, the Republic's Supreme Chancellor Palpatine officially announced the Declaration of a New Order, which dissolved the Republic and established the Galactic Empire. Simultaneously, Palpatine initiated Order 66, branding the Jedi Order as traitors. This marked the beginning of the Imperial invasion and subsequent destruction of the Jedi Temple, along with the systematic execution of Jedi throughout the galaxy.
As the 501st Legion made their way into the Temple, the Temple employees scattered, although the majority of the Temple Security Force was eliminated. The Coruscant Guard took control of the Senate Building and the Republic Executive Building, while clone troopers, along with police officers from the Coruscant Security Force, patrolled the streets of Galactic City. In addition to the purge of the Jedi Order, Palpatine instigated a purge of the government and the military, leading to the arrests of numerous Senators who had endorsed the Petition of 2000.
Those who managed to survive the initial period following the Empire's formation coalesced into Whiplash, a clandestine resistance organization dedicated to assisting Jedi and political refugees in escaping Coruscant. Among those who survived was Jedi Master Even Piell, who was in hiding in the lower levels of Coruscant. He was discovered by Imperial stormtroopers who defeated him, but were unable to kill him due to the intervention of Whiplash members.
Despite their primary mission of transporting individuals away from Coruscant, the Whiplash organization also engaged in direct conflicts, including the Battle in the Imperial Security Bureau.
