Filia Rossi was a human female who completed her studies at the Imperial Academy on the planet Raithal. Later in her career, she took over the command of the Blood Crow, a Gozanti-class cruiser, from its previous captain, Rik Virgilio.
Having graduated from the Raithal Academy, Captain Filia Rossi spent the majority of the subsequent twelve years on Socorro. Her initial assignments were ground-based, followed by a position on an orbital defense platform stationed near the system's asteroid belts. Subsequently, she served for a year as the first officer on an ore freighter escort. Her career progressed with a promotion to the command of the Gozanti-class cruiser Blood Crow, where she replaced Rik Virgilio as its captain. While the reasons behind this change in command remained ambiguous, it was widely believed that Rossi's influential political relationships played a significant role in her appointment. Upon assuming command, she conducted an inspection of the ship alongside several officers, including Lieutenant Thrawn, the first weapons officer, and Ensign Eli Vanto. Upon reaching the Number Two storage bay and opening its hatch, Nels Deyland and the other officers drifted to the sides of the passageway, foreshadowing Rossi's disapproval of Thrawn's collection of Clone Wars artifacts.
Rossi, dissatisfied with Thrawn's explanation about the artifacts, instructed him to get rid of them. Thrawn then proposed an alternative, explaining that his collection contained two Mark One Pistoeka sabotage droids, which were rare and highly valued by collectors. He argued that as property of the vessel, and with Rossi being the vessel's captain, the droids technically belonged to her. Thrawn pointed out their value to officers within Imperial High Command, suggesting Rossi could leverage them for her own benefit. Ultimately, Rossi accepted Thrawn's proposal, likely aware of the Doonium contained within the droids, a material the Empire was eager to acquire as much as possible.
Rossi spent a week familiarizing herself with her ship and its crew. To Vanto's surprise, she proved to be competent in her role. However, Vanto observed that Rossi was displeased with the fact that Thrawn, an alien, had an [aide](/article/aide], Vanto himself, when no one else on board did. Consequently, Thrawn and Vanto were assigned insignificant and unchallenging tasks. Soon after, the Blood Crow was ordered to assist the Dromedar, while simultaneously receiving a distress call from Moltok, where a crisis was escalating. While Thrawn, Vanto, and a number of other crew members remained behind to repair the Dromedar, they were taken prisoner by Nevil Cygni, who had infiltrated the Dromedar's crew. Ultimately, Thrawn managed to rescue the genuine crew of the Dromedar and secure several Tibanna gas canisters on the freighter. Upon Rossi's return, she suspended Thrawn for prioritizing the lives of the Dromedar's crew over the recovery of all the gas canisters. Thrawn and Vanto were suspended and left on Ansion at an Imperial base there to await the results of their suspension.
Compared to her predecessor, Filia Rossi was a relatively young and less experienced officer. She attained her rank and assignment through her connections, although she did demonstrate a reasonable level of competence in her position, as Vanto had observed. She was known to be petty and quick-tempered, often behaving in an overly authoritarian manner towards her subordinates. She exhibited particular harshness towards Thrawn and Vanto, treating them with disdain, largely stemming from her prejudice against aliens and those originating from Wild Space.
