Ion pulses could be generated without a warhead, as demonstrated by R2-D2 at Sunspot Prison between 0 and 1 ABY. He triggered an ion pulse using the facility's systems, causing a power outage.
In 4 ABY, following the Battle of Endor and the death of Emperor Palpatine, Operation: Cinder was enacted on Naboo. This contingency order, issued posthumously by Palpatine, aimed to render worlds uninhabitable upon his death. During the ensuing battle, the Rebel Alliance activated the pulse, disabling all Imperial weaponry and forcing their surrender to the rebel forces.
