Her aim was to capture the attention of Baron Administrator Lando Calrissian and other city leaders. After encountering Isabalia and developing a mutual romantic attraction, Iya hoped Isabalia would support her movement, recognizing Isabalia's potential. However, Isabalia, prioritizing her aspiration to become a bounty hunter, declined Iya's invitation to meet with Boba Fett instead. When the day arrived for both the meeting and the strike, Isabalia intervened to defend Iya from a stormtrooper, subsequently joining Iya's cause.
In the year 3 ABY, Joy Iya, a female, resided in Cloud City situated on Bespin. While employed as a server at the Yarith casino, she encountered Isabalia, a young woman of similar age, and they found themselves mutually attracted. Although their interactions were infrequent for several months, Iya observed Isabalia's job searches and felt that the working conditions for her, and other Cloud City workers, could be improved. Believing that Baron Administrator Lando Calrissian and other leaders were neglecting the workers' needs, Iya began to organize a city-wide labor strike. This occurred during the time when the Galactic Empire had arrived and taken control of Cloud City.
She hoped to get Isabalia to join her, and was happy when they met again while she was dealing cards at Azure Den, a clandestine gambling establishment. She asked to deal Isabalia in so that her table would look busy and to prevent the den's Duros owner, Elad Zhalto, from moving her to the bar. Isabalia became engrossed in conversation with Iya and missed an opportunity to meet the bounty hunter Boba Fett. As Isabalia was departing for a job assigned by Zhalto, Iya gave her a card, inviting her to a meeting she had arranged for that evening in Sector Four. Isabalia did attend the meeting, but she was not convinced of Iya's plans. Iya expressed her faith in Isabalia and tried to sway her, but Isabalia stormed off in disappointment after saying she had to meet Fett first.
Iya and various individuals, including Isabalia's friend and landlord Recnelo Cott, were convening at the very carbon-freezing facility where Isabalia was scheduled to meet Fett.
