Steen Borkas was a male human employed by the Galactic Empire in its initial years of rule. He first served aboard the Star Destroyer Perilous before being assigned to the planet of Ryloth. By four years following the Empire's establishment, Borkas had achieved the military_rank of major and was in command as the officer overseeing Ryloth's Equatorial Communications Hub. In a mission_to_ryloth by the rebellious Free Ryloth Movement to assassinate both the Galactic Emperor Sheev Palpatine and the Sith Lord Darth Vader, Borkas's hub came under attack from members of the movement. Their goal was to disrupt Ryloth's communications. After the successful assault, Borkas promptly instructed his personnel to begin repair work. Subsequently, Moff Delian Mors, a former lieutenant under Borkas, arrived. She requested Borkas and a contingent of his soldiers to assist her in locating the Emperor and Vader, who had been downed in the surrounding wilds. Ultimately, they located the pair, aiding them in repelling Free Ryloth movement fighters who were tracking them. They also ensured that the Imperial Colonel Belkor Dray, who had betrayed the Empire, was killed in the conflict.
