During the Cold War era, specifically the period between the Galactic Republic and the Sith Empire, a Human male named Zeer found employment within the ranks of the criminal syndicate known as Black Sun. In the year 3643 BBY, the Sith Lord Tarnis enlisted Zeer's services to orchestrate a staged abduction of his assumed identity, Doctor "Eli Tarnis," directly from the Senate Building. To create a diversion, Zeer's subordinates engaged in disruptive activities at the nearby spaceport, while Tarnis made his escape toward the territory controlled by the paramilitary organization, the Justicars' Brigade. The supposed kidnappers then engaged in a prolonged standoff with the Coruscant Security Force, resulting in a stalemate. However, the situation took a turn when a Jedi Knight arrived at the spaceport, and with the assistance of the Jedi Padawan Kira Carsen, Zeer and his entire crew were ultimately defeated and apprehended.

During the stretch of the Cold War, Zeer, a Human male, began his association with the criminal enterprise Black Sun. Operating as a member of the Black Sun faction situated on the planet of Coruscant, Zeer and his underlings were contracted in 3643 BBY by Doctor Tarnis—who was secretly a Sith Lord—to stage his own kidnapping from the Senate Building. Utilizing inside information provided by Tarnis, Zeer's team successfully deactivated the security measures in his designated area of the building and neutralized the guards. They managed to extract Tarnis undetected initially, but an alarm was triggered shortly after their departure from the premises.
Upon reaching the Senate Plaza's taxi platform, Tarnis made his escape to the territory claimed by the paramilitary group, the Justicars' Brigade. Meanwhile, Zeer and his crew acted as a diversion by feigning an "escape" with the doctor at the spaceport. Kira Carsen, the Padawan of Jedi Master Bela Kiwiiks, commanded a Coruscant Security Force squad in pursuit of the kidnappers, eventually cornering them in Docking Bay 84. Carsen attempted to negotiate with Zeer, but he responded with gunfire instead of engaging in dialogue. The confrontation between Carsen's team and the gang members resulted in a deadlock until a Jedi Knight, formerly an apprentice of Jedi Master Orgus Din, arrived at the scene.

Carsen, having secretly "borrowed" a stealth field generator from Agent Galen's office, bypassed the Black Sun thugs while the Knight and the astromech droid T7-O1 battled their way through the criminals. When the droid and the Jedi encountered Zeer, they engaged him in combat and swiftly defeated him. Zeer refused to cooperate and provide any information, but Carsen, having already subdued the remaining Black Sun members, feigned the ability to read his thoughts. Overcome with panic, Zeer revealed that the kidnappers had transported the doctor to Black Sun territory. Consequently, he and his accomplices were promptly arrested and taken into custody by the Coruscant Security forces.
Zeer, a Human male characterized by his fair complexion, green eyes, and black hair, possessed a disposition marked by cruelty and arrogance. He harbored a profound disdain for authority figures and was prone to holding grudges against those who had wronged him. However, beneath his callous exterior, Zeer concealed a deep-seated fear of the supernatural, as evidenced by his terror at the prospect of a Jedi invading his mind.
As an operative within Black Sun, Zeer donned red and gray armor adorned with the Black Sun insignia, and he was armed with a personal blaster pistol.
Zeer was conceived for the 2011 video game Star Wars: The Old Republic, and he makes an appearance in the Jedi Knight class mission titled "Kidnapped!," serving as the ultimate adversary in the class phase area. The player has the option to either permit Kira Carsen to deceive Zeer or directly interrogate the criminal to accumulate dark side points.
