The government of the Mid Rim planet Toydaria was a feudal monarchy. In accordance with an ancient feudal system, the lands were ruled by Toydarian royalty. During the Galactic Civil War, the city Riar had been governed by the Reeol line for about one hundred years and was then both ruled and nominally owned by Baron Reeol.
The feudal Empire had a system of government structured around individuals and clans pledging their loyalty to lords who ruled them. The lords could themselves be affiliated with higher-ranking individuals, such as the Emperor or the Emperor's sons and heirs, the princes. The Jedi Knights of the Jedi clans were also pledged to the service of particular lords.
The system was practiced by the time of the failed Sith rebellion in which the Sith, a breakaway sect of former Jedi who sought control of their own destiny, revolted against multiple aspects of the government, such as the cycle of constant warfare between quarreling lords. The rebellion gave rival lords cause to form alliances and unite in opposition to the Sith. After the rebellion failed, the Empire was stronger than it had been in centuries. Another outcome was the elevation of Jedi Knights to the rank of Jedi lords.
