Burque, a human, achieved the rank of captain within the Imperial Navy by 14 BBY. As the commanding officer, he oversaw the operations of the Venator-class Star Destroyer named Electrum. This vessel was temporarily assigned from a deepdock orbiting the planet Ryloth to the Imperial installation known as Sentinel Base.
Upon Sentinel Base receiving a fabricated call for aid originating from the space outpost Rampart Station, Governor Wilhuff Tarkin discerned the deception. He then instructed Burque to execute a microjump with the Electrum to the perimeter of Sentinel Base's encompassing star system, rather than dispatching it to Rampart. This strategic maneuver enabled the Electrum to swiftly respond when a warship, under the control of a rebel cell, launched an assault on Sentinel Base. Despite this, Burque was unable to completely neutralize the rebel ship before its escape.

This Imperial facility, under the command of Governor Wilhuff Tarkin, was secretly overseeing the construction of a superweapon known as the Death Star. While his vessel was stationed at the base, Tarkin and his men intercepted a distress call originating from Rampart Station, a space station functioning as a marshaling depot for vessels transporting supplies destined for the Death Star.
Suspecting the feed from Rampart Station was a fabrication, Tarkin, communicating via a holoprojector, instructed Burque to prepare the coordinates for a hyperspace jump to Rampart Station. However, he ordered Burque to only send the Electrum to the edge of the encompassing star system, seeking concealment if possible. Burque complied with these orders, repositioning the Electrum. Subsequently, a hostile warship, constructed from various Separatist vessels dating back to the Clone Wars, materialized within the system, validating Tarkin's suspicions. The enemy vessel then deployed numerous droid tri-fighters and vulture droids.
Tarkin commanded Burque to return the Electrum to Sentinel Base to engage the hostile vessel, as the starfighters were attacking the Imperial facility. The captain followed orders, initiating a jump through hyperspace and receiving instructions to disable the warship upon arrival. Burque launched his vessel's complement of TIE/ln space superiority starfighters to engage the enemy. However, before the Electrum could fire a disabling shot, the warship fled the system.
Annoyed, Tarkin instructed Burque to collect debris from the battle, including several droid fighters. He cautioned the captain about the possibility of the enemy ships being rigged to explode. The Electrum's salvage team successfully recovered a single vulture droid with a damaged self-destruct mechanism and delivered it to the base for analysis. Tarkin later discovered that a rebel cell, having become aware of the Death Star's construction, was responsible for the attack, leading to their execution.
Burque was described as a tall, lanky individual with a prominent jawline, accentuated by a neatly trimmed brown beard. He displayed confusion when Governor Wilhuff Tarkin instructed him to jump to the edge of the system containing Sentinel Base instead of immediately assisting Rampart Station during the attack, but he ultimately followed the orders without question.
Burque's likeness, in the form of a hologram, made an appearance in the 2014 novel titled Tarkin, authored by James Luceno.
