It housed the offices of the CSF's senior command, the Anti-Terrorism Unit, the Organized Crime Unit, and the dispatch center. From this central location, missions were both planned and coordinated, and the Anti-Terrorism and Organized Crime units conducted briefings regarding their ongoing operations.

Also around that time, Agent Jaffkee of the CSF reported back to the headquarters after having installed listening devices within the Coruscant sector controlled by the Justicars' Brigade, which was an illegal militia. During the Clone Wars in 21 BBY, a conflict between the Republic and the Separatists, the Organized Crime Unit held meetings in its briefing rooms to discuss illegal weapons shipments. The Organized Crime Unit, working alongside the Anti-Terrorism Unit and several Republic commandos, conducted raids with the aim of halting the influx of weapons onto the planet. Captain Jaller Obrim, the commander of the Anti-Terrorism Unit, would sometimes spend days at headquarters when working a case, without returning home to see his wife.
The initial appearance of the Coruscant Security Force Headquarters was in Republic Commando: Triple Zero, a novel authored by Karen Traviss and released on February 28, 2006. It received mentions in several subsequent novels before being referenced again in Star Wars: The Old Republic, a massively multiplayer online roleplaying game developed by BioWare, which was launched on December 20, 2011.
