Kiefer held the rank of lieutenant within the Imperial Army, being stationed on the planet of Bastion. After the Emperor, Roan Fel, was overthrown by the Dark Lord known as Darth Krayt, a segment of Imperials maintained their allegiance to Fel. However, Kiefer—holding the belief that his duty was to serve the current ruler, regardless of identity—transferred his loyalty to Krayt. When Fel arrived on Bastion in the year 137 ABY, Kiefer issued an order for his surrender. Fel, however, refused to comply, and to Kiefer's great frustration, none of the stormtroopers under his command enforced this order. Kiefer then drew his blaster with the intent to kill Fel personally, but before he could act, a stormtrooper belonging to General Oron Jaeger intervened, fatally shooting the lieutenant.

Lieutenant Kiefer, a Human, served in the Imperial Army deployed on Bastion, which previously served as the throneworld for the Fel Empire. In the year 130 ABY, Emperor Roan Fel faced overthrow by Darth Krayt, the Dark Lord of the Sith. Upon Fel's arrival on Bastion in 137 ABY, Kiefer, accompanied by stormtroopers, confronted him and demanded the former emperor's surrender for arrest.
However, to Kiefer's dismay, Fel instead declared his intention to seize control of the planet. Defying Kiefer's directives to uphold their duty to their true Emperor, Darth Krayt, the stormtroopers instead bowed in deference to Fel. Kiefer then produced his blaster, asserting his intent to carry out his orders. Yet, before Kiefer could fire, one of the stormtroopers serving General Oron Jaeger—who continued to regard Fel as the rightful ruler—shot Kiefer, resulting in his death.

Kiefer's conviction was that his allegiance belonged to the throne itself, rather than any specific individual occupying it. Consequently, he regarded Fel as a fugitive evading justice, aligning with Krayt's call for his apprehension. Kiefer was perplexed by the lack of others issuing an order for Fel's surrender. Therefore, when the stormtrooper contingent under his command refused to eliminate the former Emperor, Kiefer resolved to take matters into his own hands. Fel held the opinion that Kiefer was merely one of many who had undergone indoctrination by Darth Krayt and his new policies. Kiefer possessed black hair and a light complexion.
Kiefer was attired in an Imperial officer's uniform and wielded a blaster pistol as his weapon.
Kiefer's sole appearance occurs in the third installment of the Star Wars: Legacy comic series, titled Broken, Part 3, which was released on September 13, 2006. The issue's narrative was crafted by John Ostrander and Jan Duursema, with Duursema also contributing the pencil work. The 2008 reference work, The Complete Star Wars Encyclopedia, establishes Kiefer's pronouns and erroneously reports that Oron Jaeger himself shot Kiefer, instead of one of his stormtroopers.
