Lorca Oviedo was a member of the Human species who served the Galactic Republic. He held the title of Director General, leading Oviedo Engineering, a company responsible for the construction of military weaponry. Around the year 21 BBY, this director entered into an alliance with the Separatist Confederacy of Independent Systems, who were the Republic's adversaries during the Clone Wars. Because members of the Republic Senate suspected the Director General of being a Separatist sympathizer, he and Separatist Foreman Wat Tambor orchestrated a fake assassination attempt against the director, intending to demonstrate Oviedo's loyalty and dispel any doubts.
Following a conference held on the celestial body known as Aviles Prime, a squad of Republic clone commandos received orders to provide an escort for Oviedo's cruiser as it traveled to the Republic's capital planet, Coruscant. However, during the journey to Coruscant, the Director General executed the members of his crew and forced his vessel out of hyperspace, at which point Separatist warships engaged and destroyed the Republic escort ships.
After the cruiser, along with its escorts, crash-landed on the Expansion Region moon of Asturias, Oviedo engaged in a hologram communication with Tambor. A group of clones who had survived the crash located the director, and Tambor commanded his forces to eliminate any potential witnesses. The commandos successfully apprehended the Director General and managed to escape Asturias aboard Oviedo's cruiser, transporting him to Coruscant, where he ultimately succumbed to respiratory failure.
Lorca Oviedo, a Human, held the position of Director General at Oviedo Engineering, a company that manufactured military weaponry. Around 21 BBY, during the period of conflict known as the Clone Wars between the Confederacy of Independent Systems and the Galactic Republic, Oviedo was in the service of the latter. Following his alliance with the Confederacy, suspicions regarding his loyalty began to circulate within the Republic Senate. As the Senate was preparing to enact a rearmament mandate, Separatist Skakoan Foreman Wat Tambor and Oviedo collaborated on a scheme to prove the Director General's allegiance to the Republic. This involved staging a Separatist assassination attempt on Oviedo, with the intention of prompting the Senate to entrust Oviedo Engineering with the task of equipping the Republic's Grand Army with vehicles and munitions. Tambor's ulterior motive was to leverage this opportunity to gather intelligence on the Republic's military strength and deployment strategies.

After participating in a conference concerning the astronomical object Aviles Prime, located in the Expansion Region, Oviedo embarked on a journey aboard a Republic Consular-class cruiser to the Republic's Core Worlds capital planet Coruscant. He was accompanied by an escort of clone commandos and their two CR25 troop carriers. En route to Coruscant, Oviedo executed his crew, and his vessel abruptly exited hyperspace. At that moment, a Lucrehulk-class Droid Control Ship and its squadrons of Vulture droids launched an assault on the Republic cruiser and the clone commandos' troop carriers.
The Separatist attack resulted in the destruction of one of the troop carriers, causing the remaining Republic vessels to crash on the Expansion Region moon of Asturias. Oviedo survived the crash and, surrounded by B1-Series battle droids, exited his ship. To his dismay, he engaged in a hologram communication with Tambor, while the surviving clones discovered that the Director General's crew had been killed after boarding the Consular cruiser.
The foreman commented that after a days or two, the Republic would come to Oviedo's rescue, and the Senate's doubts about the Director General's loyalty would vanish, leading to the passage of the rearmament mandate. Although Oviedo expressed his unease with their plan, believing that the Republic Army's Jedi commanders would not be easily deceived, the clones attacked the Director General's battle droid forces. As the commandos captured Oviedo, Tambor ordered the droids to eliminate all survivors and kill Oviedo if there was even the slightest chance of the clones escaping Asturias.

As the clones and the Director General made their way to Oviedo's cruiser, Oviedo offered them employment as his bodyguards, promising them the benefits of his patronage. However, the clones declined the director's offer, having already witnessed his treatment of those loyal to him. Upon reaching the Consular's location, Separatist droidekas opened fire on the clones. Several clones were killed by the attackers' laserfire, but two—RC-1080 and Zag—survived the attack and brought Oviedo to his cruiser. Confronted by B1s attempting to kill him, Oviedo was shocked when they attacked him before being destroyed by the clones. The group then boarded the Consular and departed Asturias, transporting the traitorous Director General to Coruscant. Before he could be interrogated, Oviedo died of respiratory failure on Coruscant.
Zag later recounted the events on Asturias to Jedi Masters Yoda and Mace Windu in Coruscant's Jedi Temple. The clone believed that if the Director General claimed that the commando's report was false, that he could be condemning himself, prompting Yoda to tell him that Oviedo had died of respiratory failure.
Lorca Oviedo viewed the members of his clone commando escort as mere killing machines, destined to be forgotten after their deaths. He attempted to manipulate them into disobeying their orders to bring him to Coruscant by offering them employment as his bodyguards, suggesting that this would allow them to become "individuals" and live their own lives. He attempted to manipulate them into not following their orders to bring him to Coruscant by remarking that he possessed wealth and influence. Oviedo characterized the Republic's clone troopers as "motherless, vat-grown killers." Foreman Tambor described Oviedo as "illustrious." The Director General had light gray hair, light skin, blue eyes, and a graying beard.
Director General Lorca Oviedo made his first appearance in the flashbacks of the short story "Honor Bound," published by Dark Horse Comics on February 23, 2005 as part of the twenty-second issue of the Star Wars Tales series. The issue was written by Ian Edginton and illustrated by Steve Pugh. The Complete Star Wars Encyclopedia, published in 2008, incorrectly states that Oviedo was arrested on conspiracy charges after faking his death and plotting to sell rigged weaponry to Tambor and the Separatists. Oviedo shares his last name with Oviedo, the capital city of the Spanish region of Asturias.
