Ministry-class orbital shuttles represent a standard type of spacecraft designed for orbital transit. These shuttles were manufactured by Zentine Dynamics at their shipyards located on Foerost. Following the Great Sith War, the Galactic Republic adopted them for use throughout subsequent conflicts.
These typical orbital shuttles were capable of traversing both atmospheric and space environments. However, they lacked the capability for hyperspace travel, as they were not equipped with a hyperdrive. The vessel featured sizable side wings that extended during takeoff and retracted upon landing, a design reminiscent of the Lambda-class shuttle and the Sentinel-class landing craft that would appear four millennia later.
Notably, several of these craft were present at Flashpoint Station, among other Republic vehicles, when the Mandalorians seized the station. One particular shuttle was intentionally destroyed as part of Marn Hierogryph's scheme. This was done to convince the Mandalorians that all Republic vessels on the station were rigged with explosives, using an explosive device planted by Zayne Carrick, who was disguised as Demagol.

In the year 3960 BBY, the Jedi Exile utilized a Ministry-class orbital shuttle to reach the High Council Chamber situated within the Jedi Temple. It was there that she faced trial before the Jedi High Council.
As the Telosian Restoration Project commenced, these shuttles found use in transporting personnel involved in the project between Telos's various Restoration Zones and Citadel Station. They also facilitated the movement of civilians between different modules within the expansive station. Furthermore, some older shuttles, presumably remnants from the devastating Bombing of Telos IV, were discovered hidden within abandoned underground military installations.
During her forced stay on Telos in 3951 BBY, the Exile, accompanied by her companions, employed two orbital shuttles (both of which were shot down and crashed) in an attempt to reach the location of her stolen vessel, the Ebon Hawk. This location turned out to be the Telosian Jedi Academy. Subsequently, during the Battle of Telos IV, the Exile, along with Visas Marr and a contingent of Mandalorians under the leadership of Canderous Ordo, utilized a similar shuttle to board Darth Nihilus's flagship, the Ravager.
