Lord Otua Blank was a male dictator of the Belugan species. He held dominion over the planet Quarzite during the year of 20 BBY. Blank's rule was characterized by an ongoing internal struggle on Quarzite between the Belugan population and the Kage, who were native to the planet. Blank developed an intense desire for the Kage woman Pluma Sodi. In an effort to force Sodi to become his bride, Blank ordered his Belugan troopers to abduct her. The captured Kage was placed inside a container to be delivered to Blank's stronghold via the subtram system, under the watch of Major Rigosso. Anticipating a rescue attempt by the Kage, Blank and Rigosso hired a group of six bounty hunters to prevent it. This endeavor, however, was unsuccessful, and Blank was left without his intended bride.
In 20 BBY, Lord Otua Blank, a Belugan dictator, governed the planet of Quarzite. His reign was marked by an ongoing conflict with the Kage, another native group on Quarzite, resulting in frequent attacks on Blank's subtrams by Kage Warriors. Despite the elite status of Blank's troops, they struggled to effectively combat the Kage.
At one point, Blank became obsessed with Pluma Sodi, a young Kage female. Driven by his desire to make Sodi his bride, Blank commanded his soldiers to kidnap her. With Sodi scheduled for transport via subtram under the supervision of Major Rigosso, a military officer in Blank's service, Blank feared a potential Kage rescue operation. Consequently, he contracted six bounty hunters to safeguard the subtram and protect Sodi from her people. Ultimately, a team of hunters, led by Boba Fett, accepted the assignment.
However, almost immediately after the subtram departed for Lord Blank's stronghold, it came under attack by Kage Warriors, led by Sodi's brother, Krismo. Most of the bounty hunters were ejected from the tram, and Rigosso was killed. Asajj Ventress, one of the bounty hunters, experienced a change of heart regarding the mission and freed Sodi. Upon arriving at Blank's stronghold, Ventress, pretending that Sodi was still secured in a crate, received Blank's payment of 600,000 unmarked credits and departed. When Blank opened the crate, he was displeased to discover a bound and gagged Fett instead of the young Kage girl.
Otua Blank was described as both repulsive and self-indulgent. Nevertheless, he inspired unwavering loyalty from his followers, such as Rigosso. When presented with what he believed to be Pluma Sodi, Blank eagerly rubbed his hands together and drooled at the thought of meeting her. However, he paid Ventress before confirming that Sodi was actually inside the box she presented. When confronted with a bound Boba Fett, Blank could only express surprise.
Blank was a large, overweight Belugan with gray-colored skin, with blue skin flaps on his face. He also had white eyes with black irises and a height of 1.98 meters (6.5 feet).
Otua Blank's character was conceived for the Star Wars: The Clone Wars animated series and made an appearance in the fourth season episode "Bounty." Ben Diskin provided the voice for Blank, and also voiced Blank's rival, Krismo Sodi, in the same episode.
