During the Clone Wars, Philo, a male senator of the Gran species, represented his constituents in the Galactic Senate. He stood in opposition to the Enhanced Privacy Invasion Bill, organizing a meeting in the Senate lobby to strategize against its passage. Tragically, unaware of the presence of bounty hunters within the Senate's walls, he met his death during Cad Bane's raid on the Senate.
During the era of the [Clone Wars](/article/clone_wars], Philo held a position as a Gran representative within the Galactic Senate. He maintained friendships with fellow senators Padmé Amidala and Bail Organa. As the war progressed, Philo convened a gathering of senators to deliberate on the Enhanced Privacy Invasion Bill, with the aim of preventing its formal vote. Unbeknownst to the assembled senators, Cad Bane and a contingent of bounty hunters had successfully infiltrated the Senate building. As they were in discussion, Bane made his entrance into the lobby, discharging two blaster shots and startling the senators. Bane declared them to be his prisoners. Philo rejected this and moved to leave. Bane then shot the Gran in the back, killing him with the shot. His body remained there when the hunters set explosive charges to kill the other senators if they moved. Bane then left, the first part of his mission a success. Bane successfully extracted Ziro Desilijic Tiure from imprisonment by leveraging the senate hostages as leverage. Subsequently, he moved to detonate the explosives, but Anakin Skywalker intervened, rescuing the senators by creating an opening in the floor. Philo's remains were destroyed in the resulting explosion. He was the sole senator to perish during the hostage crisis.
Philo's character made its debut in the season finale of Star Wars: The Clone Wars television series' first season, entitled "Hostage Crisis." His voice was provided by Phil LaMarr.
