Qin, also known as prisoner X-6-9-11 following his capture by the New Republic, was a male Twi'lek mercenary hailing from Ryloth and the twin brother of Xi'an. After Din Djarin, a Mandalorian bounty hunter, abandoned him during a mission, Qin was imprisoned on the New Republic transport named Bothan-5. Ranzar "Ran" Malk, Qin's associate, dispatched a team of mercenaries to break him out, a group that included Xi'an, Burg, Migs Mayfeld, and Djarin. The team double-crossed Djarin, leaving him for dead, but the bounty hunter managed to escape and subsequently locked up the mercenaries within one of the prison cells located on the transport. Djarin gave Qin back to Ran, but he had secretly planted a New Republic tracker within the Twi'lek's clothing. This tracker, activated upon the mercenaries' infiltration of the transport, guided a New Republic squadron to the space station known as the Roost, which served as Ran's base of operations. The squadron commenced firing upon the station, compelling Qin to seek shelter. Ultimately, the Twi'lek met his end during the assault.
Qin's debut occurred in Chapter 6 of the 2019 television series The Mandalorian, which was broadcast on December 13, 2019, with Ismael Cruz Cordova taking on the role. During the pre-production phase, the character was originally referred to as Merc Tyler. Brian Matyas, the concept artist responsible for the character's design, aimed to create a contrast between the physically fit and formidable Twi'lek and the unsettling and decaying majordomo Bib Fortuna, while still incorporating the characteristic forehead lumps commonly observed in males of the Twi'lek species.
