Consequently, the South Apartments' landlord began renting to undocumented aliens, reasoning that Tarisian authorities were unlikely to scrutinize such a dilapidated building. The upkeep and maintenance of the apartments fell under the purview of the elderly janitor Kadir, whom most residents regarded as an ineffective caretaker, despite Kadir's belief that he was maximizing his limited resources.
