Todr Fel, a native of Corellia, was the younger sibling of Soontir Fel, a renowned Imperial fighter pilot. His upbringing occurred on an Allied Grain and Roughage agro-combine, where his family instilled in him the importance of loyalty, duty, and diligence. He entered into matrimony with Ajai Fel, and they welcomed their son, Fyric, into the world around 3 ABY. Soontir's achievements enabled him to acquire a barony in addition to an estate, where Fel and his loved ones were permitted to reside.
Almost five years following the Battle of Yavin, the New Republic took Soontir into custody, leading his spouse to seek refuge with their offspring to evade Imperial reprisal. In an attempt to coerce the Fels into revealing her whereabouts, Imperial Intelligence lent their support to Ilir Post in the abduction of his son, Fyric. Resolved not to betray his family nor allow his son to be exploited against him, Fel enlisted the aid of three New Republic pilots dispatched by Wedge Antilles, Soontir's brother-in-law, to affix a tracker onto Post, with the intention of drawing him out. Fel fatally shot Post with a sniper, thereby risking Fyric's death as he plummeted from the balcony where Post was holding him, as Fel believed this presented Fyric's best chance at survival. One of the New Republic pilots managed to catch Fyric, and the three pilots escorted Todr, Ajai, and Fyric Fel to safety within the New Republic.

Todr Fel's birth occurred within the Fel family, with the majority of its members being employed by Allied Grain and Roughage. Fel's father held the position of pilot at AGR, and Fel's upbringing took place on an AGR agro-combine. He had at least a pair of brothers and a sister, and was raised with the Fel family's firm commitment to duty and loyalty to one another. Around 10 BBY, his father was accidentally poisoned, and Fel's older brother, Soontir, took over his flight routes. In 10 BBY, Soontir intervened in an attempted assault by Ilir Post, the son of an AGR board member. He was offered an appointment to the Academy of Carida, which prevented his testimony on the matter. In return, AGR ensured the Fels were taken care of and did not punish their father for allowing Soontir to operate AGR equipment without proper authorization.
Fel continued his existence on Corellia, eventually marrying a woman called Ajai. Around late 2 ABY, Fel became a father when Ajai gave birth to a son, Fyric. In 3 ABY, Fel's living conditions improved drastically when Soontir, having achieved considerable recognition as an Imperial pilot, was bestowed the title of Baron of the Empire and granted a vast estate on Corellia. All of Soontir's relatives were relocated to the estate, where they enjoyed a comfortable lifestyle. The Fels were joined by Wynssa Starflare, Soontir's wife, and her two children, Chak and Davin. Fel was entrusted with the sensitive information that Starflare was born Syal Antilles, the sister of Rebel Alliance hero Wedge Antilles. Consequently, Starflare had contingency plans to escape if her identity was ever exposed to Ysanne Isard, the Director of Imperial Intelligence and Soontir Fel's adversary.
Approximately nine months after the Battle of Endor, Soontir was apprehended by the New Republic during an engagement over Brentaal IV. Starflare, fearing Imperial retaliation, fled into hiding with Chak and Davin.
Roughly ten months following the Battle of Endor, Fyric was kidnapped from the estate one morning, causing great distress to the Fel family. Todr and his family swiftly deduced that this was an attempt to uncover Starflare's location and resolved to resist, even when the kidnappers provided them with a meeting point. Corellian Security Force investigators Corran Horn and Iella Wessiri were assigned to the case and began examining the grounds and interviewing the Fels. Later that day, a trio of strangers visited the house, claiming to be friends; Fel was summoned by Horn, and the strangers' mention of "Wedge" convinced Fel that they were sent by Antilles to establish contact. He suggested they return later.

Given that the strangers had provided Fel with their docking bay number, 385, he dispatched Ajai to them, instructing her to feign anger that the Fels would not reveal Starflare's location to save Fyric, and provided them with a hologram of Fyric containing a tracking device. Ajai asserted that she would surrender Starflare if they could retrieve Fyric, directing them to the rendezvous point arranged by the kidnappers. During the meeting, Isplourrdacartha Estillo, one of the New Republic pilots sent by Antilles, gave the hologram to Ilir Post, Soontir Fel's self-proclaimed nemesis and the leader of the kidnappers, who was supported by Imperial Intelligence.
Fel utilized the tracker signal to locate the remote estate Post was using as a hideout. He allowed the CorSec agents and Rogue Squadron pilots to storm the estate, but Post appeared on a balcony, holding Fyric and threatening to kill the child if they did not leave. Fel, knowing that Fyric would eventually die if they complied, decided that shooting Post, while risking Fyric falling off the balcony, was less risky than allowing Post to live. From the woods, he executed a sniper shot that struck Post directly in the forehead, resulting in his immediate death. Fyric tumbled over the edge, but Estillo saved him with a diving catch. Fel was waiting when the group returned to the woods, and he gratefully accepted his son back, explaining how he had tracked Post.
Wes Janson, one of the Rogue pilots, attempted to convince Fel that he and his family should seek refuge in the New Republic, now that Soontir had defected and was flying for Rogue Squadron. Fel consulted with his family, and they decided that he and Ajai should take Fyric to the New Republic to ensure his safety. The following day, they packed their belongings and departed Corellia with the Rogues. En route, they were attacked by mercenaries working for Imperial Intelligence, but timely assistance from Horn allowed them to escape unharmed.
Todr Fel was deeply devoted to his family, willing to endure risks and hardships for his loved ones, with whom he shared a close bond. He was also prepared to take significant gambles when he believed they offered the best possible outcome, as demonstrated when he shot Ilir Post.
While his brother was celebrated as a hero within the Galactic Empire, Fel harbored skepticism towards the institution, viewing it as dishonest and exploitative of his brother under false pretenses.
Todr Fel made his initial appearance in X-Wing Rogue Squadron 25 anonymously, identified only as Soontir Fel's younger brother. He was later named and portrayed as an adult in the subsequent two issues, which comprised the Family Ties arc. Both comics were penned by Michael A. Stackpole, the creator of Todr Fel as well as his more renowned brother Soontir.
