Vedd Deviss, a pilot with roots in the Naboo swamps, was born there. He was a merchant with extensive knowledge of Naboo's remote regions. His exceptional guiding skills allowed him to locate secretive smugglers, hidden sanctuaries, and clandestine outposts. During the Invasion of Naboo in 32 BBY, he proved to be a supportive and inventive ally to the Royal Naboo Security Forces, flying alongside Gavyn Sykes of Bravo Flight.

During the Invasion of Naboo which occurred in 32 BBY, Vedd Deviss served as a police officer within his swamp village on Naboo. In the immediate aftermath of the invasion, the Trade Federation initiated assaults on villages with the intention of suppressing resistance. Two pilots from the Security Force intervened and destroyed the Federation droids that were attacking his village. Rohan Wayside, the village elder, suggested that they should meet Deviss. Deviss subsequently joined the two pilots, utilizing his own N-X Police Cruiser.
Deviss was aware that they could locate a smuggler, Borvo the Hutt, within the mountain region. They successfully located the smuggler's transport and protected it as it passed Federation tanks that were attacking. After defending the smuggler's base, Borvo provided the pilots with new starfighters, and they then launched an offensive against the Trade Federation Droid Army.
When Gavyn Sykes, Deviss' wingmate, commandeered a gunboat to assist in freeing Federation slave camps, Deviss waited until he could move forward. After Sykes took out the camp's anti-air defenses, Deviss executed a strafing run on a deflector shield generator, which resulted in the liberation of the remaining prisoners. Borvo then dispatched transports to collect the freed prisoners. The following day, after Sykes escorted additional prisoners up the Andrevea River, their flight leader, Captain Kael, was shot down. Deviss participated in the search, but it was his wingman, Lutin Hollis, who ultimately discovered the captain's crashed N-1 starfighter. With his last words, Kael informed the crew that Borvo had betrayed them and intended to sell the prisoners. Sykes vowed to exact revenge on the Hutt.
Vedd and Hollis flanked the Hutt's position on Porso Hill, and successfully held off enemy starfighters while Sykes engaged the mothership, destroying it. Subsequently, the pilots joined forces with the mercenary Kol Kotha to liberate another prisoner camp. Under the cover of darkness, the pilots infiltrated the valley where Camp Four was situated. Hollis prematurely revealed their location, but the pilots successfully fought off the Federation droid starfighters. Deviss provided top-cover while Sykes freed the prisoners who were on the ground.
Deviss was a skilled pilot who was capable of flying various types of craft. Having spent a considerable amount of time in the Naboo wilderness as a police officer, Deviss gained extensive knowledge of the smugglers that were in the region. He was known to be overly enthusiastic, which was demonstrated by his cheerfulness when he strafed the Trade Federation slave camps. As an excellent guide, he possessed the ability to locate hidden recluses. He was also known to be resourceful and encouraging.
In the 2000 video game Star Wars: Episode I: Battle for Naboo, Peter Van Schaik provided the voice for Vedd Deviss. In 2001, Deviss was mentioned in the video game Star Wars: Galactic Battlegrounds as one of the leaders for an AI player controlling the Royal Naboo faction in the standard game mode.
