Evran, a senator of the Galactic Senate during the time of the Republic, was a male Human. He maintained a close friendship with Supreme Chancellor Dorian Janarus during the Great Galactic War.
Evran's travels took him to the planet of Voss during the Cold War. While there, he developed a strong fascination with the Voss Mystics' precognitive abilities. Senator Evran was convinced that an alliance with the Voss would guarantee victory in the conflict against the reconstituted Sith Empire.

Around 3640 BBY, Senator Evran leveraged his position to strategically divert a significant number of Republic soldiers from active combat, motivated by his fear of another Imperial assault on Voss. These troops were stationed at a space station in orbit around Voss, despite the pressing need for reinforcements on other fronts. Given Chancellor Janarus' trust in his peacekeeping efforts, Havoc Squad, dispatched by General Elin Garza, was assigned to aid him by neutralizing potential Imperial invasion routes. Evran himself welcomed Havoc Squad's commanding officer in Voss-Ka. Following some light conversation, Evran suggested waiting for the Imperials to initiate the first move, a view the CO respectfully challenged, pointing out that this would place them at a disadvantage.
Evran played a key role in coordinating Havoc's operations across Voss, closely monitoring their progress through the CO's helmet camera. His initial assignment for Havoc was to track down an Imperial operative known as Deadfall, notorious for instigating subversion on planets prior to Imperial invasions. Havoc Squad battled their way into Deadfall's clandestine base located beneath Voss-Ka, where they established a connection to Evran's office, enabling SIS agent Kellor to extract intelligence from Deadfall's systems. Deadfall soon confronted them, compelling Havoc to eliminate him, despite Evran's instructions to capture him alive.
With no other option than to utilize the data recovered from Deadfall, Kellor verified that the smuggler Pol Blex had made numerous deliveries to Voss on behalf of the Empire. Havoc raided Blex's hideout and learned from the Neimoidian that he had smuggled tunneling equipment and a ZR-57 orbital strike bomb, originally stolen from Ord Mantell, onto Voss.
While Kellor and his team focused on pinpointing the bomb's location, Evran later summoned the squad back to the Alien Enclave to participate in a debate with Lord Torius. The discussion was interrupted by a messenger delivering news of Voss commandos being ambushed by Gormak. Eager to demonstrate his commitment, Evran volunteered Havoc to rescue the commandos. Havoc ventured into Gorma-Koss, where they were ambushed by a squad of Imperials, who planned to frame the Gormak for Havoc's deaths.
After Havoc successfully defeated the Imperials and confirmed the commandos' safety, Evran informed them that Kellor had discovered the bomb's location, but the Imperials had detected him, causing his speeder to crash in the Dark Heart of the Nightmare Lands. Upon finding Kellor, Havoc discovered the SIS agent succumbing to the Nightmare Lands' corrupting influence. Before his death, Kellor revealed the bomb's location and provided a keycard to bypass security.

Havoc soon discovered Torius' scheme to use the stolen bomb to take Voss-Ka hostage. Havoc foiled the Sith's plot and eliminated him. When the squad returned to Voss-Ka, Evran commended their efforts but voiced his disappointment that, despite Torius' actions, the Voss remained unwilling to commit to either side. The CO assured him that they would eventually come around. Nevertheless, Evran honored his agreement and released the Republic troops for deployment to the front lines.
During the invasion and conquest of both the Sith Empire and the Republic by the Eternal Empire, Evran, along with Darth Vowrawn, represented the Republic in pledging allegiance to Emperor Arcann.
