Ishnar Ti-Kharatal, a Kajain'sa'Nikto, held the position of head of security for Skarabda, the Hutt who was the primary diplomatic envoy representing the Hutt Clan during the High Republic Era. She was present within the city of Bilbousa on the planet Nal Hutta when a Jedi team arrived aboard the starship Vessel. This team consisted of Jedi Master Obratuk Glii and his Padawans, Farzala Tarabal and Qort, and they had come to negotiate with the Hutts.
The comic series Star Wars: The High Republic Adventures, specifically its sixth issue from 2021, marked the debut of Ishnar Ti-Kharatal. Daniel José Older wrote the issue, while Harvey Tolibao and Pow Rodrix provided the illustrations. IDW Publishing released it on July 21 as part of Phase I of the larger Star Wars: The High Republic multimedia initiative. Before the comic's official release, StarWars.com published a preview featuring her on July 15, 2021. On that same day, Older also revealed the name Ishnar in a Twitter post. The character's full surname, Ti-Kharatal, was revealed later in the series' eighth issue, which Older also wrote and which was released on September 1, 2021.
