Meena Tills was a senator representing Mon Cala in the Galactic Republic. This female Mon Calamari worked alongside Tundra Dowmeia as a delegate from Mon Cala within the Galactic Senate. As the Clone Wars drew to a close, Tills became a signatory of the Petition of 2,000 and a member of the Delegation of 2,000.
During the period of conflict known as the Clone Wars, Tills held her position as the representative of Mon Cala within the Galactic Senate.

Mon Cala descended into a state of civil war, with the Mon Calamari receiving support from the Republic and the Quarren being supported by the Separatists. The assassination of Mon Cala's king created a succession crisis. Lee-Char, the prince, put himself forward, but faced a full-scale revolution launched by the Quarren and Separatists. Tills, accompanied by Padmé Amidala, Jedi Knight Anakin Skywalker, and his Padawan Ahsoka Tano, returned from the Senate to assess the situation. After Amidala alerted the Senate to the civil war, the Republic dispatched aid, including a company of clone SCUBA troopers and eventually, the Gungan Grand Army. The situation deteriorated, resulting in the capture and imprisonment of Tills and Char's remaining loyalists. However, following the Separatist army's defeat and Lee-Char's recognition as the rightful ruler, Tills attended his coronation, visibly pleased by Mon Cala's return to diplomatic relations. After the coronation of Lee-Char, Tills went back to her senatorial duties on Coruscant.

Later, she was present in the Galactic Senate when Rush Clovis revealed that the Banking Clan would be raising interest rates on the Republic because the Separatists were not repaying their loans. She voiced her concerns along with Senators Mot-Not Rab and Kin Robb. Tills gave her support when Senator Robb advocated for a counter-invasion to take control of the banks.
As the war concluded, Tills became a member of the Delegation of 2,000, a group of Senators who were concerned about the growing power of Supreme Chancellor Sheev Palpatine. She attended one of the final meetings with Palpatine before the establishment of the Galactic Empire. As a member of the Delegation, she signed the Petition of 2,000 that formally requested Palpatine to relinquish his emergency powers once the war was over.
Tills was renowned for her leadership abilities within the political arena, representing Mon Cala in the Galactic Senate during the Clone War. Her diplomatic skills and understanding of bureaucracy were crucial to the Mon Calamari cause during the planet's civil war as they fought Riff Tamson and the Quarren in the hope of reuniting the two civilizations under the Mon Calamari throne. During Mon Cala's civil war, Tills remained loyal to the throne and convinced Captain Ackbar to protect the young Prince Lee-Char at all costs.
Meena Tills made her debut appearance in the 2005 film Star Wars: Episode III Revenge of the Sith, which was the final movie of the Star Wars prequel trilogy. Tills was named in honor of Tina Mills, a former image archivist at Lucasfilm.
In Episode III, Tills was portrayed by a man, leading to the claim on action figure packaging and in Legends stories that Tills was male. When the decision was made for Tills to appear in the Star Wars: The Clone Wars television series, it was decided that Tills would be female to be consistent with her namesake.
