The Paccian Governance represented the governing body of the Paccosh, a sentient species. This government was based on the planet Rapacc, situated within the Unknown Regions. Boropacc served as its capital city. The Paccosh leaders were at the helm of the Governance, responsible for approving pivotal decisions and managing all foreign affairs.
In the year 19 BBY, Nikardun General Yiv, who commanded the Nikardun Destiny, initiated a blockade around Rapacc, the Governance's capital. He demanded that the Paccosh leaders forge an alliance with the Hegemony of the Niakrdun. During this period, Chiss Senior Captain Mitth'raw'nuruodo (known by his Core name as "Thrawn") and Admiral Ar'alani from the Chiss Expansionary Defense Fleet visited the Rapacc system. Their arrival followed the discovery of a freighter carrying numerous dead Paccosh refugees who had been trying to escape the Nikardun. While there, Thrawn encountered Uingali foar Marocsaa, a Paccosh who disclosed the Nikardun's objectives concerning the Paccosh and revealed their captivity. Before Thrawn's departure, Marocsaa presented him with a ring from the Marocsaa subclan, featuring a Chimaera. Following this encounter, Thrawn continued to witness various instances of Yiv's conquests and ultimately confronted the Benevolent. In this confrontation, Thrawn annihilated the Destiny's flagship, the Deathless, eliminating all those on board except for Yiv, who was captured and interrogated by Thrawn, thus liberating Rapacc.
Subsequently, Marocsaa informed his ally, Thrawn, about refugees originating from Sunrise, whom Thrawn and Mitth'ali'astov (referred to as "Thalias" in Core names) later met. During their meeting, Thrawn gifted Uingali with his subclan's ring and uncovered a "civil war" that had plagued Sunrise. This conflict, in reality, had been orchestrated by Jixtus, a Grysk underling, and his agent, Haplif from Agbui. After discerning certain powers possessed by the leader of the refugees, who identified herself as "The Magys," Thrawn and Uingali endeavored to learn more about the Magys' enigmatic homeworld and its civil war. The refugee asserted that her world was beyond salvation and that her people were destined to perish and unite with "the Beyond."
