Pellaeon–Gavrisom Treaty


The Pellaeon–Gavrisom Treaty represented a significant accord between the New Republic and the Imperial Remnant, a splinter faction formed from the territories of the fallen Galactic Empire. This agreement formally concluded the Galactic Civil War, establishing a framework for peaceful coexistence between the New Republic and the Imperial Remnant. Chief of State Ponc Gavrisom of the New Republic and Supreme Commander Fleet Admiral Gilad Pellaeon of the Imperial Remnant finalized the treaty in 19 ABY.

After being pushed back to the Outer Rim, the Imperial Remnant sought a cessation of hostilities following a period of relative calm lasting five years. This led to a decrease in geopolitical tensions between the New Republic and Imperial Remnant, opening the Remnant to commerce with the New Republic, establishing restrictions on smuggling, and allowing individual systems to determine their allegiance.

History

Early peace proposals

Following the Battle of Endor, forces of the Galactic Empire and the New Republic occasionally formed temporary alliances against common enemies. Instances include the Bakura Truce in 4 ABY against the Ssi-ruuk, the Battle of Saijo against the Tofs also in 4 ABY, and the Battle of Vahaba in 7 ABY against the forces of Zsinj.

The initial proposal for a comprehensive peace between the New Republic and Imperial Remnant originated from Imperial Admiral Betl Oxtroe, who presented it to the New Republic Provisional Council in 7 ABY. Oxtroe's plan involved appointing Emperor Palpatine's grand-niece, Ederlathh Pallopides, aged 11, as a symbolic Empress, while actual power would reside with former New Republic councilors. Although the New Republic was keen on negotiations, the clandestine discussions abruptly ended with Oxtroe's assassination, believed to have been carried out by Noghri under the command of Grand Admiral Thrawn.

A separate truce proposition was made to Pellaeon in 13 ABY by Baron Ragez D'Asta and his daughter, Feena D'Asta, as a condition for reintegrating the D'Astan sector into the Empire. Subsequently, Pellaeon dispatched Feena D'Asta and Zam Basdor to engage in negotiations with Mirith Sinn and Kir Kanos of the New Republic. However, the meeting was interrupted by the Restored Empire faction, who successfully assassinated D'Asta.

End of the war

In 17 ABY, following a five-year period of relative peace, Imperial systems situated near the Hydian Way began advocating for an end to hostilities. The New Republic Senate responded favorably, proposing a general amnesty within the Republic for former Imperials as a gesture of peace. Fearing a potential invasion, the Council of Moffs secretly approached Admiral Natasi Daala, who had consolidated the replacement warlords, suggesting a campaign against the New Republic. This campaign proved disastrous for the Imperial Military, resulting in the reduction of Imperial Space to eight isolated sectors located in the Outer Rim.

The Sinister Triumvirate.

Pellaeon conceived the final treaty, proposing it to the Council of Moffs, select officers of the Imperial Starfleet, and other officials after recognizing the impossibility of achieving an honorable victory against the New Republic. Though openly supporting Pellaeon, Moff Vilim Disra of the Braxant sector chose to collaborate with Imperial Guardsman Grodin Tierce and a con artist named Flim to exploit the Caamas Document Crisis, nearly plunging both the Republic and the Empire into separate internal conflicts.

Prior to Pellaeon's return to Bastion, he and Leia Organa Solo engaged in preliminary discussions aboard the Millennium Falcon within the Pesitiin system. Fifteen days after Disra's detention by Pellaeon at Bastion, Gavrisom and Pellaeon formally signed the treaty aboard the Imperial I-class Star Destroyer Chimaera.

The treaty brought the Galactic Civil War to a close, fostering trade and commerce between the Imperial Remnant and the New Republic. It also established limitations on smuggling, to be enforced by both governments. Furthermore, systems within either faction were granted the right to choose their allegiance. The treaty also prohibited the use of cloaking devices.
