During the Galactic Civil War, Emperor Palpatine utilized clones, and a Human male Dark Side Adept named Vill Goir served him faithfully. Goir held the position of second-in-command within the Dark Side Elite, a group under the leadership of Military Executor Sedriss QL. In 10 ABY, Goir participated with Sedriss in Operation Shadow Hand, an Imperial campaign that included a failed attempt to conquer the planet Balmorra.
When Palpatine returned in a new clone body, Sedriss and Goir were sent to the planet Ossus to confront Jedi Master Luke Skywalker and Kam Solusar, a former member of the Dark Side Elite who had defected. Upon their arrival on Ossus, Goir and Sedriss engaged the two Jedi in combat. Goir's target was Solusar, the turncoat. However, Solusar had learned all of his lightsaber combat skills from Goir during their time together, and the darksider was defeated and killed by Solusar, who bisected him with his lightsaber.

During the Galactic Civil War, Vill Goir, a Human male and Dark Side Adept, loyally served Emperor Palpatine. After his death at the Battle of Endor in 4 ABY, the Emperor was reborn in a clone body and governed his secret Dark Empire from the Deep Core planet of Byss. Palpatine consolidated his power during this time by forming a group of powerful Dark Jedi known as the Dark Side Elite. This group, consisting of seven members who were personally empowered with the dark side of the Force by Palpatine, was led by Executor Sedriss QL.
Goir was selected to be Sedriss's second-in-command, serving as his assistant and substitute. The Dark Side Elite was based on the planet Vjun within Bast Castle, the former citadel of Darth Vader, Palpatine's deceased apprentice. While stationed there, Goir provided lightsaber combat instruction to Kam Solusar, one of the other Dark Jedi.
In 10 ABY, the Emperor met his end once more in a battle near the New Republic Pinnacle Base with Jedi Master Luke Skywalker and his sister, Leia Organa Solo. Later that year, Solusar abandoned the Dark Side Elite, drawn to the light side by Skywalker. While the Empire awaited Palpatine's return in another clone body, Sedriss commenced Operation Shadow Hand, a series of campaigns focused on conquering neutral worlds that resisted the Empire.
Goir accompanied Sedriss to the factory world of Balmorra during one of these campaigns. Governor Hinch Beltane of Balmorra had begun trading with the New Republic after Palpatine's most recent demise, prompting Sedriss's intervention. Goir and fellow Dark Side Elite member Krdys Mordi served as Sedriss's sergeants-at-arms during the campaign, arriving aboard the Star Destroyer Avenger and joining an Imperial fleet positioned in orbit around Balmorra.

In this role, Goir witnessed Sedriss contact Beltane through a viewscreen, demanding that he place his factories under Imperial control and face execution for his treason, or the Executor would destroy Balmorra entirely. Beltane refused, leading Sedriss to initiate a ground assault on the planet. Sedriss initially believed he had the advantage, possessing the newest Imperial invention, the cybernetic Shadow Droid starfighters. However, Beltane countered with his own new creation, the massive X-1 Viper droids.
Goir realized that Beltane had secretly produced the droid model, violating Balmorra's agreements with the Empire. Outraged by this defiance, Goir urged Sedriss to order a planetary bombardment of Balmorra in retaliation. Mordi agreed with Goir, but Sedriss ignored their advice. Impressed by the Vipers' capabilities, the Executor wanted to acquire the machines to support the Imperial war effort. A peace treaty was negotiated with Beltane, granting the planet freedom in exchange for a contract to purchase the droids, and Goir, Sedriss, Mordi, and the rest of the Imperial forces departed Balmorra.
The three darksiders were joined by more members of the Dark Side Elite, and they all traveled to Byss in I-7 Howlrunner starfighters. There, Palpatine, having assumed control of his final clone body, revealed himself to Sedriss and resumed control of the Empire. Shortly after, an Imperial probe droid detected Skywalker and the defector Solusar on the planet Ossus, the former headquarters of the Jedi, where they were researching the history of the Jedi Order.

Goir and Sedriss, accompanied by a squad of darktroopers, specialized stormtroopers empowered by the dark side, flew toward their confrontation with the Jedi aboard the Imperial hunter Scourge One. As Goir's team landed on Ossus, Scourge One's sensors detected that Skywalker and Solusar were accompanied by a large group of humanoids armed with primitive weapons, the Ysanna tribe native to Ossus. Sedriss instructed Goir to unleash their dark trooper squad upon the primitives, but after a prolonged fight, the troopers were killed by the Jedi and the Ysanna.
Seeing that Skywalker was weakened, Goir and Sedriss moved to attack, using Force choke against their opponents. Skywalker blocked the Force attack. Wanting to capture the Jedi alive, Sedriss ordered Goir not to kill them but only slice off their fighting arms. Goir and Sedriss then activated their lightsabers and charged at the Jedi. Goir attacked Solusar, determined to bring the defector to justice. However, Solusar, having learned all of Goir's lightsaber techniques on Vjun, outmaneuvered the darksider and killed him by cleaving him in half across the torso. Sedriss was killed by the ancient Neti Jedi Ood Bnar, who had spent millennia in a tree-like hibernation state on Ossus.
After learning of the deaths of Goir and Sedriss, Palpatine appointed Xecr Nist and Tedryn-Sha, his advisors, as their replacements. Nist became the new Executor, and Sha assumed Goir's position as second-in-command.

Vill Goir, a Dark Side Adept, was devoted to Emperor Palpatine. He was considered the second-highest-ranking member of the Dark Side Elite, after Sedriss QL, and he was willing to disagree with the Executor and express his opinions, such as his belief in the necessity of bombarding Balmorra from orbit.
He respected his superior, however, and insisted that the Jedi on Ossus address Sedriss by his full title. Goir intended to bring the defector Kam Solusar to justice, failing to realize that Solusar knew all of his techniques, and he recklessly charged at him, leading to his death. Goir had light skin and yellow eyes.

Vill Goir, immersed in the dark side of the Force, was a Dark Jedi and an instrument of his Emperor's will. Goir knew how to use certain dark side techniques, including Force choke, which he employed against Luke Skywalker and Kam Solusar. He was skilled in lightsaber combat, having trained Solusar on Vjun. This training later backfired when Solusar used Goir's own techniques against him.
Vill Goir first appeared in Star Wars: Dark Empire II, specifically in the first issue, Dark Empire II 1, a comic written by Tom Veitch, illustrated by Cam Kennedy, and published by Dark Horse Comics on December 20, 1994. He also appeared in the third issue, in which he died. Goir was originally intended to be introduced in Veitch's proposed short novel, Lightsider, which would have taken place before the events of Dark Empire II. However, Lightsider was canceled and never officially published.
Goir was also featured in the Dark Empire II audio drama, voiced by John Cygan. The audio drama presents slightly different events regarding Goir. During the Battle of Balmorra, Goir is Sedriss's only advisor, with Mordi absent. Goir is also more vocal about his disagreement with Sedriss's decision not to use planetary bombardment. The battle is initiated by Beltane, who fires on Sedriss's fleet with planetary artillery.
