The Zoolli were a sentient species of humanoid form. They were set apart from Humans due to their elongated noses. Arabelle Lorteli, a Judge, was a Zoolli who served in the judiciary of the Galactic Alliance. Natasi Daala, the Chief of State, personally appointed her to the Court of Jedi Affairs. However, after accusations that the Zoolli had been subjected to a mind trick by members of the Jedi Order, the Chief of State publicly dismissed her from that role.
By 43 ABY, the Zoolli had a presence in the galaxy. During that year, Natasi Daala, the Chief of State of the Galactic Alliance, handpicked the Zoolli Arabelle Lorteli to be a judge on the Court of Jedi Affairs. In that capacity, she presided over the arraignment of Tahiri Veila, a former Jedi Knight and bounty hunter, and denied her request for legal representation by Nawara Ven, a Twi'lek counselor, citing a conflict of interest with the Jedi Order. Later, Judge Lorteli signed a writ that allowed members of the Jedi Order to visit Valin Horn and Jysella Horn, who were being held in an Alliance prison. Upon learning of this writ, Daala suggested that the Jedi had used a mind trick on the Zoolli to obtain it. Subsequently, the Chief of State publicly removed Judge Lorteli from her position.
Troy Denning, the author, conceived the Zoolli for his novel Fate of the Jedi: Abyss. This novel, published by Del Rey in 2009, served as the third book in the Fate of the Jedi series. The Zoolli character Arabelle Lorteli is also mentioned in Fate of the Jedi: Allies, the series' fifth novel, though she does not appear in it.
