3-9, a human working as a listener, operated within the Galactic Empire's Information Office under the supervision of controller LT-319. Their assignment was on an IGV-55 surveillance vessel. They had an intelligence officer as a coworker. 3-9, along with their team, participated in a mission aimed at capturing the rebel droid Chopper and uncovering the location of Chopper Base. Unfortunately, 3-9 and their fellow crew members met their end when Hera Syndulla, a rebel, transmitted a data surge that overwhelmed the ship's systems, resulting in a catastrophic explosion.

During the Age of the Empire, 3-9 functioned as an Imperial intelligence officer, serving on board an IGV-55 surveillance vessel. They belonged to a unit led by Imperial Controller LT-319, who had relinquished their independence and were equipped with cybernetic enhancements. 3-9 was involved in a psychological warfare campaign orchestrated by the Galactic Empire to counter the expanding Alliance to Restore the Republic. Their group contributed to Grand Admiral Thrawn's initiatives to gather intelligence concerning rebel operations.
In 2 BBY, while stationed on their IGV-55 surveillance vessel, 3-9 detected the rebel droids Chopper and AP-5 as they passed through the sensors outside the Imperial Security Bureau's station on Killun 71. Hera Syndulla, the Phoenix Leader, had dispatched Chopper and AP-5 on a mission to procure clearance codes for an impending assault on the planet Lothal. 3-9 identified Chopper's presence and promptly informed LT-319. LT-319, correctly suspecting Chopper to be the rebel droid that Thrawn had cautioned about, instructed the crew to set a course for Killun Station.

Following the Controller's directives, 3-9 tracked scan 7161, which proved to be the Sentinel-class landing craft utilized by Chopper and AP-5 for their journey. After 3-9 verified this information, the Controller reviewed archival data on unregistered rebel droids and discovered that Chopper was an outdated C1-series model, the same model that Grand Admiral Thrawn had mentioned in his manual concerning the Phoenix Cell. 3-9 suggested alerting Killun Station, but LT-319 opted to slice into Chopper's systems to pinpoint the location of the Phoenix Squadron's base.
By monitoring Chopper through surveillance cameras, 3-9 noticed that Chopper was interacting with a network terminal while awaiting AP-5's retrieval of the clearance codes from the central computer core. Under LT-319's orders, 3-9 "captured" Chopper by remotely reprogramming the droid using the terminal. After gaining control of Chopper, 3-9 discovered that the droid's memory banks did not contain the location of the rebel base. Undeterred, LT-319 instructed Chopper to accompany his fellow rebels back to their ship. Chopper accompanied AP-5 and their pilot Wedge Antilles back to the Spectres' rebel cell's VCX-100 light freighter Ghost.

Guided by LT-319, Chopper guided the Ghost out of hyperspace and confined his rebel comrades to the cargo bay. 3-9 observed the situation and was present when LT-319 commanded Chopper to insert a data spike into the rebel ship's navigation computer. However, LT-319's strategy fell apart when the rebels regained control of their ship and Chopper. Chopper's owner, Hera, responded to the Imperial intelligence officers by redirecting Chopper's data feed back at the Imperial surveillance vessel. As Hera initiated her counter-attack, 3-9 reported that their circuits were overloading, while their colleague reported that their fuel cells had been compromised. Shortly thereafter, the surveillance vessel exploded, resulting in the loss of all crew members on board.
3-9, an Imperial intelligence officer, served on an IGV-55 surveillance vessel. In their dedication to the Empire, they relinquished a portion of their autonomy and donned a cybernetic construct. 3-9 utilized their technological skills to remotely reprogram the rebel droid Chopper. Despite their abilities, they were unable to withstand a data surge generated by the rebel Hera Syndulla, which led to the destruction of the surveillance vessel and the demise of all those on board, including themselves.
The character of 3-9 made their debut in the Star Wars Rebels Season Three episode "Double Agent Droid," which premiered on Disney XD on March 11, 2017. Stephen Stanton provided their voice.
