Chopper Base, alternatively called Home Base, functioned as a headquarters situated on the remote planet of Atollon. Phoenix Cell, after an extensive search to find a suitable world for their headquarters, initially considered the moon of Berzite as a potential location. However, thanks to the rebel astromech droid known as "Chopper" and his new associate AP-5, the rebels became aware that the Empire had recently established a blockade surrounding Berzite. AP-5 then suggested the planet Atollon, where the rebels subsequently constructed their base, naming it in honor of Chopper. Prior to being decimated by the forces of Grand Admiral Thrawn and the Bendu during the Battle of Atollon in 2 BBY, Chopper Base served as the Phoenix Squadron's central command.

In 3 BBY, Chopper Base was established on the Atollon Coral Mesa, a wide, flat elevated area characterized by sizable coralline formations, utilizing salvaged and repurposed components from the Imperial Class four container transport, Cargo transport 241. The northern boundary was situated close to a nest occupied by krykna, large arachnid-like creatures known for consuming sentient beings. To deter the krykna, a perimeter fence consisting of sensor beacons was erected along the northern edge. The base featured landing strips for spacecraft and a command center equipped with holograms for both receiving and transmitting off-world communications. Additionally, the base incorporated a supply depot that stored provisions, explosives, and various cargo. Most of the base's occupants seemed to reside within rebel vessels, such as the Spectres' VCX-100 light freighter Ghost.

The Phoenix Cell discovered the uncharted planet Atollon in 3 BBY after receiving coordinates for a safe world from AP-5, a former Imperial inventory droid. The rebel astromech droid Chopper had befriended AP-5. In recognition of Chopper's role in the discovery of Atollon, the base was named Chopper Base. After the Krykna devoured Lieutenant Dicer and launched attacks on the Spectres and Captain Rex, the rebels constructed a fence made up of sensor markers around the northern edge of Chopper Base. Rex was assigned the responsibility of overseeing the base's operations.
Ahsoka Tano, the former Jedi, met with Kanan Jarrus, his apprentice Ezra Bridger, and Chopper for a mission to Malachor. Although Ahsoka was lost during the mission, Kanan, Ezra, and Chopper successfully returned to Chopper Base aboard the shuttle Phantom. There, they were greeted by Hera, the other members of the Ghost crew, Rex, AP-5, and Commander Jun Sato of the Phoenix Cell.
A year later, Chopper Base's command center received a visit from Hondo Ohnaka, a Weequay pirate whom Ezra had rescued from the Imperial prison located on Naraka. During the briefing, Hondo provided the Spectres, Rex, and Commander Sato with information regarding an Imperial starship reclamation facility known as Reklam Station in exchange for the rebels providing him with a starship after the recon mission. After Ezra's recon mission went awry, Kanan, Hera, and the remainder of Phoenix Squadron departed to rescue Ezra and his team.
Subsequently, the Spectres and Commander Sato participated in a briefing at Chopper Base's command center, where the rebels received a transmission from a Fulcrum informant indicating that several cadets from the Imperial Skystrike Academy desired to defect. Sabine Wren, the Mandalorian weapons expert, was given the responsibility of leading the mission. After escaping with the cadets Wedge Antilles and Derek Klivian, Sabine and the cadets were welcomed by Commander Sato at Chopper Base's runway. He extended a personal welcome to Wedge and Derek as they joined the Rebellion.
During a recon mission to the third moon of Concord Dawn, Sabine and her former rival Fenn Rau collaborated to prevent [Gar Saxon](/article/gar_saxon], the leader of the Imperial Super Commandos, from seizing the shuttle Phantom II and discovering the location of Chopper Base. Following a successful mission to evacuate rebel sympathizers on Mykapo, Commander Sato shared an emotional reunion with his nephew Mart Mattin, the leader of the Iron Squadron, on Chopper Base's runway.
While Ezra was on an undercover mission at the Lothal Imperial Armory Complex, Hera, Sabine, Zeb, and Commander Sato communicated with Ezra, Kanan, and Ryder Azadi, the Lothalian rebel leader, via hologram from the safety of the Chopper Base command center. As a result of Ezra and his team's mission, the Phoenix Squadron learned that Grand Admiral Thrawn was developing a new starfighter initiative and that Agent Kallus of the Imperial Security Bureau had become a Fulcrum operative.
Using the information obtained by Ezra and his team, Hera began formulating a plan to strike the Imperial factory on Lothal. During a briefing held in the Chopper Base command room, Ezra started experiencing dark side visions of Maul, the former Sith, whom he had previously encountered at Vizsla Keep 09. Despite his insistence that he was fit for duty, Hera was compelled to relieve Ezra of his responsibilities after the young Jedi nearly killed a rebel trooper, mistaking him for Maul. Following Kanan's advice, Hera and the other rebels proceeded with the mission, while Ezra, Kanan, and Sabine remained behind to confront Maul.
Ezra consented to accompany Maul to the planet Dathomir after the latter threatened to activate a homing beacon that would alert the Empire to the location of Chopper Base if he were to die. Sabine managed to track Ezra by using a tracker she had placed on his wrist comm. Kanan and Sabine followed Ezra on the shuttle Phantom II.

Later, most of the Phoenix rebels and Spectres departed for a training exercise. Captain Zeb, Chopper, AP-5, a communications officer, and some Rebel troops remained behind to guard the base. During that time, an E-XD-series infiltrator droid designated EXD-9 discovered the base but was incapacitated by two krykna. Subsequently, Zeb and Chopper discovered him and brought him back to the base for repairs. After repairing him, AP-5 assigned EXD-9 to work as an assistant inventory droid. After receiving a warning from Fulcrum about the Infiltrator Droid, Zeb, along with Chopper and AP-5, joined forces to overpower EXD-9 before he could alert the Empire. After reprogramming him, they sent him back to the Empire as a rigged bomb. EXD-9 destroyed an Imperial Star Destroyer and succeeded in delaying the Empire's efforts to locate Chopper Base.
After Sabine reluctantly agreed to learn how to wield the Darksaber to lead the Mandalorian people, Kanan and Ezra took her into the wilderness to begin her training. Kanan believed that Chopper Base presented too many unnecessary distractions. Hera remained at Chopper Base and communicated with Kanan via hologram. Later, Fenn Rau departed Chopper Base on a speeder bike to deliver supplies to the other rebels.
Chopper Base's location was nearly compromised on two separate occasions. With the assistance of Agent Kallus, the rogue [Imperial Security Bureau](/article/imperial_security_bureau] agent, Chopper managed to erase the base's coordinates from Thrawn's star chart. Later, a team of Imperial slicers reprogrammed Chopper with the intention of discovering the location of Chopper Base. Hera and the Spectres thwarted their plot following a mission to Killun Station. Several Phoenix rebels, including Commander Sato, Rex, and AP-5, witnessed the speech delivered by Mon Mothma, the former Imperial Senator, announcing the formation of the Alliance to Restore the Republic at Chopper Base.
After receiving messages from Kanan's Jedi holocron and the Sith holocron from Malachor indicating that Master Kenobi was in danger, Ezra and Chopper managed to sneak away from Chopper Base in a stolen RZ-1T trainer. Hera had forbidden Ezra from leaving because she needed him to train for the impending attack on Lothal. They later returned to Chopper Base after Kenobi defeated Maul in combat and sent them back to assist the Rebellion. Despite the rebels' efforts to maintain the base's secrecy, Thrawn discovered Chopper Base and dispatched his Seventh Fleet to attack the Atollon system. Thrawn's forces inflicted heavy casualties on the Phoenix Squadron and General Jan Dodonna's Massassi Group, which had been assembling for an assault on the Imperial TIE Defender factories located on Lothal. Imperial bombardment and the Bendu, who conjured a storm that terrorized both sides, also destroyed Chopper Base.
